Thanh Hoa Customs: Online public services throughout the process reach 93%

Of which, the number of procedures resolved through online public services throughout the process is 96,313 documents, reaching 93% of the total number of online public services arising at the unit.

In the third quarter alone, the number of procedures resolved through online public services throughout the process was 34,243 documents, reaching 94.3% of the total number of online public services arising at the unit.

In order to effectively carry out the tasks of promoting administrative procedure reform, modernizing methods of direction and administration, improving the effectiveness of administrative procedure implementation to serve people, businesses, Thanh Hoa Customs Department issued Plan No. 1699/KH-HQTH dated August 29, 2023 on the Plan to improve the quality and efficiency of online public service provision of Thanh Hoa Customs Department in 2023; Official Dispatch No. 1531/KH-HQTH dated August 4, 2023 on the Plan for measuring time to release import and export goods at the Customs Department level in 2023; Plan No. 1566/KH-HQTH dated August 10, 2023 on Digital Transformation Plan of Thanh Hoa Customs Department in 2023.

At the same time, Thanh Hoa Customs Department strengthens to ensure the management and operation of the VNACCS/VCIS System, VASSCM System and core programs and software to serve the professional work, management and administration of the unit stably, securely, safely, smoothly 24/7.

Regularly upgrade and apply information technology, promptly report arising problems to handle to meet customs modernization requirements; Continue to deploy and operate the automatic customs management system at warehouses, yards, and VASSCM ports in accordance with the roadmap of the General Department of Customs, in order to reduce customs clearance time for goods across borders for businesses.

The unit has issued and effectively implemented the Plan on law dissemination and education; propagate, support, and provide information in 2023. Therefore, promptly deploy, propagate, and guide the business community and individuals involved in import-export activities in the area to promptly update, understand, and implement newly issued legal documents related to customs activities.

In addition, the unit continues to implement a plan to promote propaganda work on "Electronic tax payment through banks to coordinate collection and customs clearance 24/7" and the program of Enterprise Electronic Tax Collection of Payment". Coordinate budget collection and tax guarantees electronically with commercial banks to improve the efficiency of state budget management, effectively apply the scheme for electronic tax payment and 24/7 customs clearance, and strengthen non-cash payments, create favorable conditions for taxpayers to quickly fulfill their obligations to pay to the state budget, shorten the time to circulate tax payment documents, avoid risks for businesses and Customs agencies while still complying with the provisions of law.

Administrative procedures and legal policies and regimes on customs, administrative procedures, and documents guiding customs procedures are publicly posted at the Customs headquarters and Customs clearance locations, headquarters of border gate customs branches so that organizations, individuals and businesses can know and comply with regulations, limiting errors for businesses during the process of customs procedures.

Thanh Hoa Customs Department also continues to maintain a Support Team to handle problems with customs procedures for imported and exported goods of businesses, thereby receiving information from businesses with import and export activities to handle problems according to regulations; Propose solutions to improve the quality of solving problems and recommendations of businesses; Assigning civil servants with experience and legal knowledge to directly guide customs declarants and taxpayers, and assist in answering businesses' problems.

In the first 9 months of 2023, Thanh Hoa Provincial Customs Department organized 4 Customs-Business dialogue conferences for more than 200 businesses with import-export activities in the management area.

According to point a, Clause 1, Article 11 of Decree 42/2022/ND-CP dated June 24, 2022:

"Complete online public service: is a service that ensures the provision of all information about administrative procedures; the implementation and resolution of administrative procedures are all carried out in the network environment. The return of results is done online or via public postal service".
