According to Mr. Tran Quoc Dinh, Ha Noi Customs Department is clarifying the incident which happened at Noi Bai International Airport on social network on 17th December. Based on the verification of the authenticity of the clip and information from relevant passengers and reports of relevant Customs officers, the Department identified that the 2 Customs officers who are Mai The Hung and Do The Luong did not wear uniform in accordance with regulations of the Customs sector. They behaved incorrectly to a passenger and had not complied with regulations of the Customs sector, causing consternation for passengers.

“For the other violators, currently the Customs agency has requested relevant Customs officers for an explanation. For the violations which were clarified, Ha Noi Customs Department will set up a disciplinary Council and conduct the disciplinary. The view of the Customs agency is that the Customs officers who are disciplined and do not fully meet criteria must be transferred to other work and not to perform work at this position” Mr. Dinh emphasized.

Regarding the information of a Customs officer requesting to inspect luggage of a passenger named N.T.D, Mr. Dinh said that Ms. N.T.D brought 4 packages of goods which were bulky, of which 2 packages did not have her name on them. With these signs, Customs officers requested passengers to present goods for inspection in accordance with Customs regulations.

After the inspection, for packages of goods which were correctly named and met the tax exemption conditions and were declared in line with the requirements by the passenger, the Customs agency allowed clearance. The 2 packages of goods which were not correctly named, the Customs seized and transferred to the unit in charge of lost baggage management for preservation and informed the consignee to carry out procedures for receiving the goods. In case of not finding the owner, the Customs will consider them as derelict goods.

Regarding professional operation, Mr. Dinh said that in Noi Bai International Airport, especially the area of carrying out procedures for entry and exit and import-export of goods, Customs officers conduct procedures for over 100 flights, sometimes they must carry out Customs procedure for 6 flights at the same time. This put great pressure on Customs officers performing their duty there. In addition, the Customs officers are required to be good at Customs operation, skillful, qualified and able to withstand great pressure, as well as be good at communication skills. These special requirements contribute to creating the image of Customs officers who are disciplined, friendly and strictly abide by the provisions of the State. In the future, Ha Noi Customs Department will review and consider Customs officers working in Noi Bai International Airport. For the Customs officers who can not meet work pressure, the Department will consider removing them to other positions and assign Customs officers who do have the ability and professionalism to meet the requirements.
