Tay Ninh Customs meets and dialogues directly with businesses in industrial zones

According to Tay Ninh Customs Department, this is an annual activity of customs authorities at all levels, an opportunity for Customs authorities and businesses to exchange, listen, share, and find solutions to handle and solve problems promptly, resolve difficulties and obstacles, create more favorable conditions in import-export activities, strengthen and promote the growing Customs-Business partnership, meeting the satisfaction of businesses.
However, this is the first time the leaders of Tay Ninh Customs Department and departments and branches have come down to industrial zones to meet directly and listen to business opinions in order to promptly remove problems for businesses according to their authority as well as feedback from businesses about the working attitude of Customs officers and civil servants to take timely corrective measures.
At the conference, representatives of Tay Ninh Customs Department disseminated to the business community a number of documents on the customs field which take effect in 2023, implementing regulations on notification of the use of duty-free imported and exported goods, change of use purpose for imported goods according to the List of duty-free goods; Some contents are expected to amend Article 35 of Decree No. 08/2015/ND-CP dated January 21, 2015 of the Government. Implementing a number of contents of Decision No. 1399/QD-TCHQ dated July 15, 2022, of the General Department of Customs promulgating the Pilot Program to support and voluntarily comply with customs laws.

In particular, the area has many export processing enterprises, within the framework of the conference, Tay Ninh Customs Department also disseminated to businesses a number of contents related to export processing enterprises.
Mr. Nguyen Van Bong, Director of Tay Ninh Customs Department, noted that in order to improve the effectiveness of monitoring the activities of export processing enterprises, businesses, and Customs authorities need to coordinate to overcome transmission errors. The server connection between export processing enterprises and customs authorities needs to be invested in appropriate equipment and machinery to limit unnecessary incidents that cause trouble for businesses and customs authorities during the management and supervision.
Giving her opinion at the conference, Ms. To Thi My, Standing Deputy General Director of Thanh Thanh Cong Industrial Park Joint Stock Company, currently, some businesses in this Industrial Park need to learn about the procedures for applying for a duty-free list of machinery and equipment which create fixed assets as well as the import of used machinery and construction materials.

Responding to businesses, Deputy Director of Tay Ninh Customs Department Nguyen Duc Thien said that after being granted an investment certificate, if businesses import fixed assets, they will carry out procedures to apply for a list of duty-free goods. In particular, machinery and equipment that create fixed assets are on the tax exemption list. As for construction materials, if they are on the list of products that can be produced domestically, they will not be exempt from tax. Imported used machinery must have an import license, in accordance with Vietnamese law. For these procedures, businesses can contact the customs sub-department where they register to carry out the procedures or the Professional Department of Tay Ninh Customs Department for guidance on implementation.
Regarding the recommendations of some businesses to open more centralized goods inspection locations, representatives of Tay Ninh Customs Department said that the number of containers brought to Trang Bang Industrial Park Customs Branch and Phuoc Dong Customs Team is increasing. Faced with the above situation, Tay Ninh Customs Department has submitted a document to the People's Committee of Tay Ninh Province and the General Department of Customs to request a policy to establish a centralized goods inspection yard as well as a bonded warehouse to create a favorable conditions for businesses.
In addition, at the conference, representatives of Tay Ninh Customs Department also answered businesses about the benefits of amending Article 35 of Decree 08, and at the same time, noted that businesses importing new goods should request customs authorities to take samples to analyze and classify appropriate codes before importing to avoid situations where after importing, there is a need to re-declare codes and collect taxes, etc.
