HCMC Customs has a dialogue with nearly 70 enterprises dealing in warehouses, yards and ports

VCN - On August 30, Ho Chi Minh City (HCMC) Customs Department held a dialogue conference with nearly 100 warehouse and port operators in Ho Chi Minh City.

This is the 4th dialogue conference between HCMC Customs Department and enterprises in the supply chain of transportation, goods circulation, and port, warehousing business.

Sharing with businesses at the conference, Deputy Director of HCMC Customs Department Nguyen Huu Nghiep said that warehouse, yard and port operators are units, closely working with the Customs agency.

Recently, enterprises have worked with and accompanied the Customs agency in implementing customs management and supervision programs at border gates. In particular, during the peak of the Covid-19 pandemic, port operators created conditions for the Customs to carry out on-site work; coordinated very well with the Customs to ensure smooth customs clearance of goods, including over 500 aid shipments from foreign organizations and individuals sent to HCMC’s Covid-19 pandemic control unit.

However, the task implementation has always raised new things. Warehouses, yards, and ports operators have also encountered problems that must be discussed and solved.

At the conference, HCMC Customs Department provided guidance on many contents related to goods monitoring software at the port and unliquidated inventories on the monitoring system; inventories at ports; arrangement of a location to install the Customs goods monitoring and inspection equipment system, such as scanners, cameras, etc.

Regarding the seaport infrastructure fee in HCMC, the leader of the Management Supervision Unit said that HCMC collected over VND3,100 billion. It is expected to collect about VND2,000 billion per year. In order to use this revenue, HCMC Customs Department has proposed HCMC to use this revenue to develop the seaport infrastructure system in accordance with the resolution approved by the HCMC People's Council. .

Accordingly, to use the collected fee effectively, serving import-export activities of enterprises, HCMC Customs Department has proposed a solution to disburse and use this revenue for the right purpose. In which, it is proposed that the Department of Finance and the Department of Transport of HCMC report to HCMC People's Committee to have a plan to disburse and use the revenue to invest in and handle traffic points that often cause congestion in Cat Lai port area and build inter-port roads.

In addition, the HCMC Customs Department also noted that, in the past time, when conducting an actual inspection of the operation of warehouses, yards and ports, the border gate customs branch discovered that a number of units did not comply with regulations on customs supervision. Accordingly, some enterprises did not arrange separate storage areas for exported, imported, transited goods and inventories as prescribed in Clause 2, Article 34 of Government’s Decree No. 08/2015/ND-CP dated January 21st, 2015.

Some enterprises did not update revised information and send it to the VASSCM system as prescribed at Points c, d, Clause 1, Article 52đ, Circular No. 38/2015/TT-BTC dated March 25, 2015 as amended and supplemented in Circular No. 39/2018/TT-BTC dated April 20, 2018 of the Ministry of Finance (hereinafter referred to as the Circular).

Some did not send information about goods passing through the monitoring area to the VASSCM system on time as prescribed at Point d.3.3, Clause 1, Article 52, Point c.3.2, Clause 3, Article 52a of the Circular;

Some did not properly update and send to the customs electronic data processing system information of goods brought in, stored, and released according to the provisions of Articles 52, 52a and 52b of this Circular.

It is necessary to link between the port system in HCMC. According to the current capacity of ports, if there is a link, it will have enough capacity to handle import-export goods three times higher than the current, because in fact, many ports are invested with a very modern wharf of 1,500 meters but only receive domestic goods, rather than import and export goods, so it needs to have cohesion to create synergy in the exploitation of goods at the ports.
