The 389 National Steering Committee requires the 389 Steering Committees of ministries, agencies and localities and heads of agencies and authorities to focus on grasping and strictly following the guidelines of the Government, the Prime Minister and 389 National Steering Committee and also to be carrying out key tasks in 2020 of the 389 National Steering Committee, especially the fight against smuggling, trade fraud and counterfeit goods related to medical goods to prevent the Covid-19 pandemic.

In the first quarter of 2020, 52,733 cases of smuggling, trade fraud and counterfeit goods were handled, up 57% over the same period in 2019. More than VND 8,630.7 billion was paid to the State budget (a year-on-year increase of nearly 250%), 731 cases were prosecuted (a year-on-year decrease of 10% and 891 offenders were prosecuted (a year-on-year decrease of 9%).

To strengthen communications and disseminate lessons learned from authorities in the fight against smuggling, trade fraud and counterfeit goods, to spread the example of good people, good acts and to publicise so people do not help smugglers while participating in denouncing criminals and working with authorities in this task.

Ministries, agencies, localities and authorities must improve their capacity to identify the methods and tricks ofoffenders of smuggling, trade fraud, production and trading of counterfeit goods andleaders andfurther improve prevention to properly fight andprevent and destroy violations.

To enhance inspection and examination of public duties to identify the responsibilities of the head in each area and management domain to rotate and propose the rotation, replace the heads of agencies and units failing to meet task requirements and showing signs of protecting and tolerating smuggling, trade fraud and counterfeit goods and to strictly handle violations.

Based on their functions, tasks, management domains, ministries and agencies develop, amend, supplement and propose amendments and supplements to inappropriate legal documents in the fight against smuggling, trade fraud and counterfeit goods.

The Standing Office should advise the 389 National Steering Committee 389 to improve the efficiency of directions and guidelines, and guide, inspect and urge the activities of the 389 Steering Committees of ministries, agencies,localities and authorities in the fight against smuggling, trade fraud and counterfeit goods.

To focus on advice to amend inadequate policies and mechanisms, and to propose the leadership of the 389 National Steering Committee to inspect key areas, key fields and complex cases and to build inter-disciplinary coordination plans to inspect and urge the implementation of directives and plans of the 389 National Steering Committee on the fight against smuggling, trade fraud and counterfeit goods.
