For imported and exported goods as scraps, shipping line, agents and logistics companies implement the E-manifest declaration in accordance with guidance in Dispatch No. 6889/TCHQ-GSQL dated November 23rd, 2018 on checking and revising the E-manifest declaration.

For imported and exported goods which are not scraps, the application time of Dispatch No. 6889/TCHQ-GSQL starts from January 1st, 2019. Earlier, the General Department of Customs has reviewed the data declared on the E-manifest system, which showed that the shipping companies, agents and logistics companies inconsistently and wrongly declared some information indicators, which caused difficulty for Customs declarants (goods owners) in making Customs declaration and receiving goods at ports and warehouses as well as the Customs management.

Especially, when making Customs declaration and procedures for ships in entry carrying scraps, shipping companies, agents and logistics companies have wrongly declared goods name and declared insufficient information on goods as scraps, leading to difficulties for Customs management and supervision for imported goods as scraps.

In order for the Customs declaration and procedures of importers and Customs management and supervision in accordance with regulations on information indicators, declaration forms for entry, exit and transit procedures for means of transportation via airway, seaway, railway, road and river way and in accordance with the instruction by the Prime Minister at Directive 27/CT-TTG, recently, the General Department of Customs has issued Dispatch No. 6889/TCHQ-GSQL dated 23 November 2018 requesting provincial and municipal Customs Department to review and guide shipping companies, shipping agents and logistics companies on the declaration about means of transportation and imported goods on the E-manifest system.

Accordingly, the General Department of Customs provides specific guidance on declaration of name of consignee and name of notify party, HS code, goods name, goods description and port code and name. In which, the General Department of Customs notes that customs units, shipping companies, shipping agents and logistics companies pay attention to the declaration of imported goods as scraps.
