Recently, some subjects have taken advantage of the openness of policies, the development of e-commerce, express delivery services, goods and luggage consignment services... to commit illegal acts of law violations.

To proactively prevent, promptly detect, fight, and effectively stop smuggling activities, trade fraud, and illegal transportation of goods across borders, especially gold and drugs, the Minister of Finance requires the General Department of Customs and the General Department of Taxation to strengthen inspection, supervision, and prevention of smuggling, trade fraud, and illegal transportation of goods across borders; strengthen the management of import and export activities of businesses, closely monitor goods and luggage passing through border gates, promptly detect goods with signs of violation to conduct inspection and handle them.

At the same time, proactively coordinate with the Police, Border Guard, and Market Surveillance forces to organize the fight and promptly prevent and handle smuggling activities, trade fraud, and illegal transportation of goods across border area, border crossings, seaports, international river ports, international civil airports and other locations within the area of customs operations, focusing on fighting to detect drugs of all kinds, gold, fuel and foreign currency.

The General Department of Taxation is required to coordinate with local authorities to request individuals and business organizations, especially individuals and organizations trading in gold items, to strictly apply electronic invoices in transactions and strictly handle individuals and organizations that do not comply with regulations; promote the application of high technology in tax management, prevention of smuggling, trade fraud, and illegal transportation of goods, especially in export and import management to promptly detect and handle violations;

In addition, the General Department of Taxation must coordinate with Customs and Tax authorities of other countries in sharing information, ensuring detection, prevention, and destruction of smuggling rings, trade fraud, and illegal transportation of goods; closely monitor public service activities to detect and prevent negativity, ensure discipline in performing public duties; strengthen dissemination of legal policies to raise awareness among people and businesses.
