Solutions support enterprises to overcome difficulties

The General Department of Vietnam Customs has established a mechanism to update information for the assessment of the impact of the conflict between Russia and Ukraine on Vietnam's import and export activities.
In addition, Customs has gathered problems and difficulties of importers and exporters to the Russian and Ukrainian markets and vice versa, thereby providing solutions to handle problems for enterprises, and directed customs units across the country to facilitate exported goods that must be re-imported.
In the first months of the year, China implemented the "zero-COVID" strategy and suspended customs clearance at all border gates and border crossings, leading to congestion at the Northern border gates.
The country’s top customs authority has established a working team to support and remove difficulties in the customs process for businesses.
The customs has increased working time from 8am to 10pm, and arranged officers to perform customs procedures 24/7.
The General Department of Vietnam Customs has developed and launched a warning system on congestion at land border gates on the National Single Window; issued instructions on procedures for extending the transit time of goods due to the Covid-19 pandemic and transporting inland for consumption, and extending the storage time for goods in transit.
The country’s top customs regulator has worked with Chinese Customs on solutions on the facilitation of customs clearance. The two customs administrations have agreed to strengthen cooperation in building "smart customs, smart border, smart customs clearance", and completed the negotiation of an agreement on cooperation and support in the Customs process.
Motivated by these solutions, from the end of April, the customs clearance at the northern border gates adjacent to China has resumed. The volume of imports and exports across border gates has surged compared with the period after the Lunar New Year. The quantity of goods waiting for export has been stable and met the storage capacity at yards and warehouses at border gates.
To reduce goods congestion at border gates, the General Department of Vietnam Customs has coordinated with representatives of the Vietnam Railway Corporations, and the Railway Department under the Ministry of Transport to survey Yen Vien International Railway Station.
The representatives of the units proposed a meeting to discuss the capacity of loading and unloading goods, processing customs clearance and release procedures, and surveying the Bac Giang Station to upgrade to an international railway station.
The regulator has completed solutions for improving the operational efficiency of rail transport of import and export goods and submitted them to the Ministry of Finance to report to the Prime Minister.
