This is one of the solutions to facilitate import and export activities, save time and costs, shorten customs clearance and release time, and implement Decision No. 123/QD-TCHQ dated January 31 on the assignment of administrative reform targets, simplifying customs procedures, and facilitating trade in 2023.
To accomplish the goal, the solutions are provided as follows: for items that have been issued the results of analysis and classification, enterprises must submit information to the Customs to determine that the nature of the goods is unchanged compared to the issued analysis results, only the goods code has changed under the Circular No. 31/2022/TT-BTC dated June 8, 2022, enterprises will implement goods classification as described and do not have to submit the sample for classification and analysis.
Consider cutting down and not submitting analysis and classification of low-risk categories to avoid waste of resources, save cost and time while ensuring state management and avoid tax revenue loss.
For items that raise new categories but have not been issued the analysis and classification results, the GDVC requeststo apply risk management and send them to the Customs verification unit for analysis and classification.
The GDVC also assigned specific targets in 2023 for five customs departments of provinces and cities that have sent a large numberof samples for analysis and classification in 2022, including Hai Phong, Binh Duong, Ho Chi Minh City, Dong Nai and Hanoi.
The GDVC has requested that the remaining customs departments not send the quantity of samples for analysis and classification in 2023 higher than in 2022.
