At 12.30 am on 23 August 2017, during implementing Customs procedures for a passenger on the flight No.SU290 from Moscow to Noi Bai, the Entry Luggage Customs Procedures Team under Noi Bai International Customs Branch inspected and scanned 2 luggage packages (luggage card No.SU524344, SU524345) and hand-luggage of passenger Pham Thanh Tung.

The Team detected in luggage of the above passenger including cigar of all types with brands such as Romeo y Julieta (box of 25 cigars), Siglo 6 (box of 25 cigars), Siglo No. 4 (box of 25 cigars), Behike No. 52 (box of 10 cigars), Partagas No.2 (box of 15 cigars), Trinidad (box of 15 cigars), Piramides (box of 10 cigars). The total amount of seized cigars inside 2 packages is 855 cigars of all types.

According to the Noi Bai International Customs Branch, the legal transport of above cigars of Pham Thanh Tung violated Article 6 on tax exemption for luggage’s passenger on exit or entry in the Government’s Decree 134 / 2016 / ND-CP dated 1 September 2016 and Circular 37/TT-BTC dated 30 December 2013 of the Ministry of Industry and Trade on the imports of cigarettes and cigars.
