At the meeting, Deputy Director General Hoang Viet Cuong said that import and export activities face difficulties, and the turnover continuously decreases.

The Government, sectors and localities directed solutions to facilitate enterprises, especially promoting administrative reform.

Implementing the Government's policy, the Customs has promoted trade facilitation solutions, especially administrative procedure reform, customs modernization, and reduction of customs clearance time.

At the working session with Hai Phong Customs Department, the Deputy Director General requested units and departments under the General Department to specify key contents related to the management of import and export goods, the use of container scanners, handling of backlogged goods to support enterprises and ensure customs management.

"Among the departments equipped with container scanners, Hai Phong Customs Department is considered the leading Department in effectively performing tasks by following targets and plans of the General Department of Vietnam Customs, detecting many violations, especially large-scale ones. However, the more important issue is to screen the quantity reasonably. However, it is necessary to improve further the detection rate of violations, which is also a common requirement for local customs units across the country," said Deputy Director General Hoang Viet Cuong.

According to the Hai Phong Customs Department report, the Department manages 171 warehouses, yards, ports and one international airport. 4,344,360 teu and over 18.3 million tons of bulk cargo are cleared across the port. In the first five months of the year, about 1,676,303 teu and more than 6.2 million tons of bulk cargo are cleared at the port.

With a large volume of goods across the port and a long monitoring area due to historical factors, while human resources are limited, the Customs Department of Vietnam Customs has implemented appropriate management solutions and achieved positive results.

The Department has one fixed scanner at the centralized checkpoint and five mobile scanners at Dinh Vu, Nam Dinh Vu, Tan Vu, VIP Green Port and Lach Huyen.

"The Department has actively prepared the necessary conditions and coordinated with the port operators to arrange facilities to put the scanner systems into operation soon," Director Nguyen Duy Ngoc reported.

Since March 27, the Department has screened 24/7 for imported goods during loading and unloading at ports. Currently, the cargo screening has smoothly operated and achieved positive results such as: reducing costs and customs clearance time for importers and exporters, helping the customs authority assess risks and apply the form and level of inspection, improving customs control, and promptly detecting shipments showing signs of violations.

Concluding the meeting, Deputy Director General Hoang Viet Cuong highly appreciated the efforts of the Hai Phong Customs Department and the coordination of departments in removing difficulties and problems of the business community in import and export activities.

Shortly, the Deputy Director General requested the Hai Phong Customs Department and other departments to continue implementing solutions to reduce further the rate of goods subject to physical inspection across the Hai Phong port area; provide plans and solutions to use mobile container scanners more effectively.

The Deputy Director General also answered and directed the plan to deal with specific difficulties and problems proposed by Hai Phong Customs.

On the morning of June 16, Deputy Director General Hoang Viet Cuong and the delegation visited Tan Vu, Dinh Vu, and VIP Green Port and inspected the operation of mobile soil container systems at these ports.

The Deputy Director General suggested that port operators to closely work with the Customs to improve the efficiency of using container scanners to quickly and clear goods and comply with the Customs management requirements; strengthen management measures to prevent acts of abusing the export of goods to commit violations; and handle backlogged goods.

The Deputy Director General highly appreciated Hai Phong Port Joint Stock Company for the non-collection of fees related to pre-screening activities for enterprises.
