Efforts to facilitating investment environment

The Customs Department Competitiveness Index (CDCI) initiative was officially pioneered by Quang Ninh Customs Department nationwide and is considered a version of DDCI of the province and is now the 8th consecutive year that the department has implemented it to maintain an important, effective, and reliable information channel to assess the quality of management, operation, and support for businesses of the affiliated customs branches.

At the same time, the department expects to receive opinions of businesses to clearly identify the weaknesses that need to be overcome, as well as the wishes from businesses so that the department needs to make efforts to create a truly favorable, transparent, and equal investment and business environment for businesses when participating in import-export activities through the province.

From the first year of implementation (2017), Quang Ninh Customs Department rose to the top of the DDCI with 76.2 points, an increase of 18.72 points compared to 2016 (in 2016, it was in 4th place with 57.48 points).

Quang Ninh Customs Department is the only unit among the departments and agencies in the province that has 6 times to hold top position in the DDCI rankings through 2017, 2018, 2019 and 2021, 2022, 2023.

In 2024, Quang Ninh Customs Department has proactively researched, deployed, and innovated methodologies and approaches for each scoring criterion, object, and survey form; flexibly modify and shorten the questions in the survey form but still closely following the DDCI of Quang Ninh province.

In particular, the establishment of 8 scoring criteria to evaluate the quality of management and competitiveness of the affiliated customs branches (CDCI 2024) has comprehensively summarized from the leadership, direction, improvement of the quality of human resource, to supporting and accompanying businesses, completing well the assigned political tasks of each affiliated customs branch.

Quang Ninh Customs Department will continue to promote the achieved results, strive to improve the quality of management, operation, and implement tasks in a professional manner, creating a favorable and equal business environment and creating trust and satisfaction from the business community.

Benefits for both sides

According to Mr. Bui Ngoc Loi, first of all, it must be affirmed that Customs – Businesses are partners and bring mutual benefits. With the performance in the past time and the requirements of the work in the coming time (science and technology development; international trade development; pressure on logistics security ...), it is necessary to focus on the following main points:

First, promoting the role of the Business Association - an important bridge and representative of the voice of the business community - by signing the Coordination Regulation with the Business Association, this is the legal basis for all activities and needs to be updated in accordance with the reality of economic and social development.

Second, Customs and private sector need to invest in technology to improve the efficiency of business management, promote the facilitation of customs clearance at real and virtual borders.

Third, maintaining a channel of regular, sustainable and timely information exchange between the parties.

Fourth, regarding human resources, both Customs and private sector must focus on training, improving professional expertise, sense of responsibility for work and for businesses for Customs officers performing import-export procedures.
