Accordingly, Quang Ninh Customs Department directs customs branches to request working teams to strictly implement customs procedures; strengthen inspection and supervision of import and export goods, temporarily imported and re-exported goods, bonded warehouses, transit, checked baggage and carry-on baggage of sailors, crew, passengers, and vehicles entering and exiting the country; prevent smuggling and illegal transportation of e-cigarettes and heated tobacco products across border gates and other areas within the customs control area.

Customs Enforcement Teams No.1 and No.2 are required to strengthen patrols and controls at the managed areas and units, and comprehensively take customs control measures and grasp information in the area.

Additionally, the teams are requested to cooperate with the customs force at the border gate and other forces to implement measures to strictly prevent and handle smuggling, illegal transportation of electronic cigarettes and heated tobacco products.

The Anti-Drug Enforcement Team is directed to strengthen information collection, take technical measures, coordinates with enforcement forces to focus on combating and arresting suspects smuggling, transporting, and mixing prohibited substances into electronic cigarette and heated tobacco products.

Quang Ninh Customs Department requires units to coordinate with the local government to disseminate legal regulations related to these items to the people and the business community; recommend people not to participate, not to assist, and actively denounce violations to competent authorities.

Accumulated from December 26, 2023 to August 15, 2024, Quang Ninh Customs detected and handled 184 cases, worth VND6.67 billion; sanctioned 460 administrative violations, and fined VND7.941 billion.

In the first 8 months of 2024, Quang Ninh Customs coordinated with other forces to arrest and handle 80 cases, with the value of infringing goods of VND12,112 billion.
