Executing 44 solutions and 91 reform activities

Quang Ninh Customs Department advises and proposes the local government to remove difficulties, shortcomings and support importers and exporters in the province to attract enterprises and investors, contributing to socio-economic development.

In the first month of 2022, Quang Ninh Customs Department issued Decision 42/QD-HQQN promulgating a plan for performing key reform and modernization tasks in 2022, including 10 key task groups, with 44 solutions and 91 activities.

Regarding customs procedures and control, and partnership development, the department offers specific solutions for customs procedures and inspection. The local customs department takes measures to improve the efficiency of customs supervision and management, focusing on reviewing regulations related to specialized inspection for imports and exports, thereby proposing to reduce groups of items that must be inspected, simplify inspection procedures, and create favorable conditions for businesses.

In addition, the department continues to implement the Online Customs Supervision Project and the Project on Vietnam Automated System for Seaport customs management at warehouses, yards and seaports to enhance the application of information technology to simplify procedures, shorten customs clearance time, and reduce costs for businesses; maintains the organization of business dialogue conferences and customs-business forums to listen, connect, support and accompany businesses in an effective manner.

Regarding activities to improve the efficiency of revenue collection, the department also provides solutions to follow plans on imports and exports of major enterprises to analyze and evaluate the factors affecting revenues to promptly remove difficulties and obstacles, facilitate import-export activities, and stabilize revenues.

For risk management, the department will focus on improving the quality of information collection, identifying targeted subjects; increase the rate of violation detection before and during customs clearance. In addition, the department will monitor, analyze and gather information and data on results of risk management on the systems to direct and manage the customs control and post-clearance audit to prevent customs offences in a timely fashion.

Regarding the improvement of the post-clearance audit, the department disseminates and instructs customs procedures and regulations related to import and export operations to improve legal compliance of businesses. The department recognizes shortcomings in customs processes to propose guidance to handle problems in a timely manner; instruct and encourage businesses to voluntarily comply with the law and effectively operate to be eligible to participate in the authorised economic operator program.

Meeting the goal of “4 decreases and 4 increases”

Speaking to Customs News, Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said the plan sets the goals of considering enterprises as companions. Therefore, the plan will concretize and implement directions of the Government, the Ministry of Finance, the local government and the Customs sector in Customs reform, development and modernization in 2022, especially Resolution 01/NQ-CP dated January 8, 2022 and Resolution 02/NQ-CP dated January 10, 2022 of the Government.

The plan will promote administrative reform and customs modernization to simplify procedures, reduce costs and time for customs clearance and release, improve service quality for people and businesses, and enhance competitiveness to meet the goal of "4 decreases and 4 increases" and business investment environment, quality of law enforcement on customs and support for businesses.

Besides, it will effectively execute the programs and plans on customs reform, development and modernization for 2021-2025 and the Customs development strategy for 2021-2030.

“In 2022, the number of implemented activities increased 80% year-on-year to 91 activities,” Nhuan said.

The department has asked its subordinates and affiliated units to clearly define key tasks to ensure effective implementation, including strengthening customs reform, modernization, and assessment of performance at units, and improving the qualification of officers in a specialized direction.

On the other hand, units are required to be proactive in directing and administering reform and modernization; strictly comply with the plan; coordinate with other units and forces in implementing reform and modernization tasks in 2022, striving to achieve the highest efficiency in performance, said Nhuan.
