"The locomotive" in pandemic prevention and control

In the Lunar New Year atmosphere, a reporter from Customs News came to work at Quang Ninh Customs, feeling the joy of many collectives and individuals of Hai Phong.

This place is proud to receive many noble awards from the Government, the Ministry of Finance, Quang Ninh province and the Customs sector after their efforts to overcome difficulties to complete the task.

Behind the impressive figure of Quang Ninh's economic growth in 2021 reaching 10.28% is the important contribution of Quang Ninh Customs officers and employees in promoting import-export activities to increase turnover.

“There are great contributions of the Customs for Quang Ninh province to achieve the expected results. In particular, Quang Ninh Customs officers and employees in each station have clearly shown their "leading" role in pandemic prevention and control. Customs has successfully completed the tasks assigned by the Steering Committee for Covid-19 Prevention and Control. There should be no infections in import-export activities," said Vice Chairman of Quang Ninh Provincial People's Committee Bui Van Khang.

In an interview with Customs News, Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said that, in addition to the previous solutions, after the Government issued Resolution 128, the Quang Ninh Provincial Party Committee had Directive No. 18 -CT/TU, Provincial People's Committee issued Decision 3633/QD-UBND on implementing Resolution 128 in the locality. On that basis, the Standing Board of the Party Committee of Quang Ninh Customs Department issued Directive No. 08-CT/DU to implement pandemic prevention and control in a flexible and effective manner.

“Based on the instructions of the Ministry of Health on pandemic prevention and control, the Quang Ninh Customs Department has issued a set of criteria to assess the level of safety so that the units can base themselves on the actual situation, to implement effective pandemic prevention and control measures, associated with appropriate goods clearance. The units have reviewed the customs procedures to both ensure the prevention and control of the pandemic, while promoting trade and import-export activities, meeting the "dual goals" of the Government,” Mr. Trinh Van Nhuan said.

Overcoming difficulties from within

In the past year, key commodities contributing to revenue from import-export activities through the area have all decreased, and Quang Ninh Customs officers and employees are facing considerable pressure to fulfill the task of budget collection. However, Quang Ninh Customs has attracted strategic items with high tax rates to carry out procedures through the area to make up for the two main sources of revenue from imported petroleum and coal to meet the budget revenue target of VND11,000 billion.

Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said that by early November 2021, the two main contributors to the unit's revenue were imported petroleum and coal, which lost about VND2,600 billion in revenue. However, thanks to the efforts of officials and civil servants, they have attracted more businesses to carry out procedures, increase import-export turnover, and contribute to offset the budget revenue deficit of about VND1,000 billion.

Quang Ninh Customs focused on information capture, pioneering companionship, support, and removal of difficulties and obstacles for businesses with specific and effective actions.

In 2021, the unit held five dialogue conferences at the Department level, fifteen dialogue conferences at the branch level; established 136 delegations to directly meet and work with 225 enterprises; receive and settle 245 arising problems within its competence. Thereby, Quang Ninh Customs department promptly grasps, proposes and recommends solutions to remove difficulties and obstacles of enterprises in import-export activities, attracting new businesses to carry out customs procedures through the area.

Quang Ninh Customs department has actively advised and proposed to the province 10 groups of problems and solutions to develop infrastructure in industrial zones, at seaports and border gates, attracting shipping lines and enterprises to participate in import-export activities in the area.

At the same time, it is proposed that the General Department of Customs solve more than 30 difficulties and obstacles in the process of carrying out customs procedures, remove difficulties for enterprises to overcome difficulties, restore and stabilize production and business. In addition, 38 problems and inadequacies were exchanged under the jurisdiction of other departments and agencies to create favorable conditions for the development of commercial activities and trade in the area.

By accompanying, supporting and creating favorable conditions for businesses, the Quang Ninh Customs department has contributed to attracting more businesses to carry out procedures in the area.

Moreover, the output of goods and import-export turnover increase, this is also a condition for border localities of Quang Ninh province to have more revenue from infrastructure fees, warehouse, yard and port businesses to increase profits, creating jobs for workers.
