Upholding spirit and attitude of service
In 2023, Quang Ninh Customs Department sets the goal of maintaining its leading position in the District and Department Competitiveness Index (DDCI), raising sub-indicators higher than in 2022, with no indicator achieving less than 5 points.
At the end of October 31, 2023, Quang Ninh Customs Department processed 89,743 declarations via VNACCS/ VCIS, recorded US$12.961 billion in trade, up 42.4% in number of declarations and down 2.6% in turnover year-on-year. |
Accordingly, the unit has fully, consistently and effectively implemented tasks and solutions to improve the business investment environment and enhance the competitiveness index; uphold the spirit and attitude of serving businesses and investors; constantly innovate, improve operating quality, promote digital transformation in serving, supporting and developing businesses, boosting import-export and immigration activities through the area.
Recently, Quang Ninh Customs has strengthened digital transformation according to the roadmap of the General Department of Customs to fundamentally and comprehensively transform state management activities of Customs in a modern, secure and safe way; implemented administrative customs reform and modernization with the goal of putting people and businesses at the center, taking efficiency and satisfaction as a measure of service quality, creating a fair, open and favorable business environment.
At the same time, the department has been proactive and flexible in management and administration in accordance with the legal framework, to create a favorable business and import-export environment; promptly resolve difficulties, newly arising problems and unclear issues in implementing state policies; and propose breakthrough solutions to best support businesses.

Attracting many investors
As of early November, Quang Ninh Customs had 1,458 businesses conducting customs procedures through the area (including 380 businesses in the province, and 1,075 businesses outside the province).
According to Quang Ninh Customs Department, among businesses with import-export activities through Quang Ninh Customs, there are many foreign direct investment (FDI) businesses.
Industrial parks and economic zones in Quang Ninh province have attracted large, capable and experienced FDI investors from many countries and territories such as Amata (Thailand), Rent A Port (Belgium); TCL, Texhong (China), Foxconn (Taiwan), Bumjin (Korea), Toray, Yazaky (Japan), and Wilmar (Singapore).
The investors mainly operate in fields such as real estate business (industrial park infrastructure, factories for rent), textiles and garments, mechanical manufacturing, and assembly of electrical and electronic equipment; food processing...
On the other hand, many industries attracting investment in a number of industrial parks have followed the planning and development orientation and have initially formed a high-tech textile industrial chain (Texhong Industrial Park), mechanical manufacturing, assembly (Dong Mai Industrial Park); and projects in the industrial park have contributed significantly to the province's economic growth.
Export activities of FDI enterprises have contributed to changing the structure of export products in the province in the direction of reducing the proportion of mining products and primary goods and increasing the proportion of manufactured goods.

The group of FDI enterprises always maintains a high growth rate thanks to the province's policies to attract and encourage FDI enterprises, tax reduction and tax exemption policies for Vietnamese goods in free trade agreements (FTAs).
It can be said that the growth of FDI enterprises will be the driving force, promoting the development and growth of activities and services such as logistics, creating a linked supply chain and promoting domestic enterprises.
Currently, 8/10 industrial parks have been invested and put into operation, attracting over 100 businesses into production and business activities, including industrial parks: Cai Lan, Dong Mai, Viet Hung, Hai Yen, Hai Ha, Song Khoai, South Tien Phong, North Tien Phong; and import-export turnover reached over US$5.288 billion. |
