Operational functions and principles of National Single Window

The National Single Window has the following functions:
1- Receiving e-documents, declared information and relevant information, certifying the digital signature of the declarant and processing agencies;
2- Transferring e-documents, declared information and relevant information of declarant to the specialised processing system and storing information of declarant on the National Single Window for search and statistic purposes;
3- Receiving the processing results and notification from the specialised processing system;
4- Respondingthe processing results to the declarant and the relevant specialized processing system;
5- Storing the status of e-transactions and e-documents on the National Single Window. The time limit for storing the status of e-transactions and e-documents complies with the Law on e-transactions and provisions on storing records of specialised laws;
6- Providing information including: information on processing of administrative procedures, statistical data as requiredfrom processing agencies and declarants in accordance with to the functions and powers of processing agencies and rights andresponsibilities of declarants;
7-Posting provisions of specialized laws on management policies, administrative procedures and processes according to the provisions of this Decree;
8- Connecting to the information systems of countries and territoriesaccording to signed international agreements and international treaties to which the Socialist Republic of Vietnam is a signatory.
Operational principles of the National Single Window:
The operation of the National Single Window must satisfy following requirements:
1- Complying with the provisions of law on protection of state secrets, trade secrets, business secrets and other regulations of relevant laws;
2- Ensuring the accuracy, transparency, objectivity, completeness and timeliness of administrative procedures carried out via the National Single Window;
3- Facilitating individuals and organizations when carrying out administrative procedures via the National Single Window.
The National Single Window processes the following e-transactions:
1-Declaring, receiving and responding to the processing of records to implement administrative procedures on the National Single Window;
2. Receiving and sending declared information from the National Single Window to the specialised processing systems;
3. Receiving processing results sent from the specialised processing systems to the National Single Window;
4. Exchanging information between the specialised processing systems via the National Single Window;
5. Exchanging information between the National Single Window with the information systems of countries and territoriesaccording to signed international agreements and international treaties to which the Socialist Republic of Vietnam is a signatory.
The Decree stipulates that the management unit for the National Single Window is the General Department of Vietnam Customs under the Ministry of Finance.
