No cheating in import procedure of pigs through Lao Bao border gate

VCN - On June 15, the leader of Quang Tri Customs Department affirmed there was no situation of taking advantage of procedures of importing breeding pigs to mix with market hogs for domestic consumption by the enterprises as the press reported.

At the same time, through supervision and control of goods, from June 12until now, competent authorities have not detected any live pigs imported or smuggled through the Lao Bao border gate.

Previously, on June 12, some outlets had published the article: "Unclear between breeding stock and market hog (pigs) at Lao Bao border gate".

According to Quang Tri Customs Department, at 2:59 PM on June 10, Thuy Duong Trading & Service Co., Ltd. (tax code: 3603439240; address at Quarter 7, Thong Nhat Ward, Bien Hoa City, Dong Nai province) opened an import declaration form No. 103357878630/A11: commodity: breeding stock (pigs); quantity: 500 pigs, originated from Thailand on the VNACCS/VCIS System.

This shipment was transported using five vehicles with foreign license plates (including the numbers: 4244, 0445, 4114, 70-1319 and 70-1320) and were taken to a waiting area for import procedures of Lao Bao border gate from 8:00 PM to 9:55 PM on June 10.

On June 10 and June 11, the enterprise made an additional declaration to supplement three times on the VNACCS/VCIS System, of that, amended the number of quarantine certificate; amended the number of quarantine certificate number and modified the number from 500 pigs to 317 pigs (due to the detection that 183 pigs were not eligible for carrying out import procedures as prescribed); amended the number of quarantine certificate.

After the third amendment and supplementation, at 2:00 PM on June 11, the representative of the enterprise presented the dossier and goods to carry out procedures for importing the consignment at Lao Bao Customs Branch.

Based on channel classification of the system, the Customs Branch conducted a detailed inspection for customs dossiers and physical inspection of 5% of the shipment.

The inspection results showed the above shipment consisted of 317 breeding stock (pigs) that was correct as declared by the enterprise.

Based on the inspection and the request document for taking goods back for preservation (No. 0001 dated June 10of the enterprise and the certificate of transportation of imported animals to isolation places No. 349/20/C04/CN-ĐVCLKD dated June 11issued by Lao Bao Animal Quarantine Station - Sub-Department of Animal Health Region III through the National Single Window System), the unit was approved for taking goods for preservation (317 breeding pigs) at the isolation area for quarantine at Dong Hiep pig farm (Tan An commune, Vinh Cuu district, Dong Nai province).

For the remaining breeding stocks (183 pigs) that were not eligible for import, based on the agreement with sales partners, the enterprise submitted document No.0002/TT to Lao Bao Customs Branch to take back goods to Laos for captivity to reduce damage.

At 7:45 PM on June 12, Lao Bao Customs Branch coordinated with Lao Bao International Border Post (Lao Bao International Border Gate Station), Lao Bao Animal Quarantine Station (Sub-Department of Animal Health Region III) to supervise the enterprise transporting 183 pigs to re-export back to Laos (passing through the export barrier of the Densavanh border checkpoint area, Laos).
