New IT system will change operations for Customs sector

VCN - The new IT system of the Customs sector is based on the application of new technological achievements, towards digital customs and meeting the requirements of intelligent management; managing enterprises, import and export goods, transit; manage means of transport on exit, entry and transit comprehensively from beginning to end; capable of integrating, connecting, sharing information with ministries, sectors and businesses through the National Single Window and willing to exchange customs data with countries in both the local region and the world.

Le Duc Thanh, Deputy Director of Department of Information Technology and Customs Statistics (General Department of Customs) released the information at the preliminary conference of the first 6 months of the Customs sector on a scheme to re-design the whole IT system.

Accordingly, a centralized and unified database will meet customs clearance requirements and carry out customs procedures for all areas of state management of customs; serving the goal of customs management requirements from transaction management to business management with different perspectives (processing, export processing, production, export).

At the same time, it will standardize the entire system in accordance with the ASEAN WCO data model and ASEAN single-door data connection, meeting the requirement of providing business management data in less than 10 minutes.

Building a centralized data warehouse based on advanced technologies to ensure the transfer of all data from the current system, continuing to receive information of the new IT system; centralized, unified storage and intelligent processing, improving state management efficiency on customs.

The new IT system (including a backup IT system) is sustainable, capable of expanding and developing easily when changing business requirements and strong application of the fourth industrial revolution.

Specifically, in the field of management supervision, it will solve 24 problems: management of transport vehicles; information management before arrival (Manifest); customs procedures for export and import goods; goods management, goods clearance; goods management in the store, the place to store the goods; goods management at ports, warehouses, yards; goods origin management.

And manage goods that requires protection of intellectual property rights, control of counterfeit goods and goods infringing intellectual property rights; manage processed goods, export products, export processing enterprises; customs procedures for postal goods, express delivery; transit goods, transit; manage shipping goods subject to customs supervision; goods temporarily imported for re-export; and other goods for temporary import and re-export.

Professional problems for the implementation of customs inspection and supervision procedures for petrol and oil which is imported and exported, re-imported and re-exported; petrol and oil supplied to export processing enterprises, aircraft and ships; petrol and oil deposited in bonded warehouses, petrol and oil imported and exported at floating buoys; manage customs agent and customs agent staff; manage goods in duty-free shops; manage cars and motorbikes of subjects entitled to exempt goods.

Solve the problems of managing goods as gifts; manage goods in service of urgent requirements and specialized goods in service of security and defense; manage goods exchanged by border residents; manage personal property; manage and handle unsold goods; and analyze statistics.

In the field of import and export tax management, Mr. Le Duc Thanh said that he will solve four problems: managing customs value; managing the list of tariff tables and classifying tax rates; handling overpaid or non-taxable tax amounts; tax policy management.

The risk management field will solve five problems: Analyzing pre-customs risk assessment; analyzing risk assessment in customs clearance; analyzing post-clearance risk assessment; analyzing risk assessment for luggage and passengers on entry and exit; analyzing and assessing risks for immigration vehicles.

The field of anti-smuggling investigation solves a problem of collecting and processing professional information for anti-smuggling investigations.

The field of post-clearance inspection, it will solve three problems: Collecting information, analyzing information for developing post-customs clearance inspection plans; developing plans for post-clearance inspection; supervising the process of conducting post-clearance inspection.

In the field of handling violations, it will solve two problems: Monitoring and managing the process of handling administrative violations in the field of customs and managing and building a database on customs policies.

In the field of Customs inspection, it will solve three problems: Monitoring and managing requirements on goods analysis and classification; monitoring and managing requirements of goods inspection; management for inspection requirements outside the sector.

In the field of reform, it will solve four problems, focusing on: problem of data collection and calculation of results of release time (data on the time to perform professional operations, data on time for specialized inspection, data with means of transport); the problem of managing and evaluating performance results, evaluating the results of completing tasks; online training management; and functions that meet the requirements of implementing legal documents (Decrees, Circulars) on state management of customs.

In order to ensure the implementation of the scheme to re-design the overall IT system, the General Department of Customs has established the Deployment Board.

In order to solve the above problems at the same time, in the short term, the General Department of Customs prioritizes to focus resources to deploy IT systems to serve the core business of Customs first. After that, the General Department of Customs will deploy IT systems to serve the following expansion operations.
