Joining the Delegation, there were also the National Assembly Vice Chairman Phung Quoc Hien; National Assembly Secretary General, Chairman of the National Assembly Office Nguyen Hanh Phuc; Chairman of the Finance-Budget Committee Nguyen Duc Hai; Chairman of the Economic Committee Vu Hong Thanh; Vice Chairman of the National Assembly Office, Assistant to the National Assembly Chairwoman Nguyen Thi Thuy Ngan.

Welcoming the National Assembly Chairwoman and the Delegation were Minister of Finance Dinh Tien Dung, Deputy Minister of Finance Vu Thi Mai, representatives of some units under the Ministry of Finance, General Department of Taxation, State Treasury, Director General of the General Department of Customs Nguyen Van Can, leaders of the General Department and leaders of departments and civil servants of the General Department of Customs.

At the meeting, the National Assembly Chairwoman reviewed the outstanding results on the politics, economy, society, national security and foreign affairs of the whole country in 2018 and important targets and orientations in 2019.

She emphasized that in the country’s overall achievements in 2018, there was a great contribution of the Finance sector and the General Department of Customs.

She highly appreciated the results of the Finance sector on the following aspects: developing and perfecting institutions; exceeding the estimated budget revenues, effectively controlling budget spending and ensuring budget revenue and expenditure balance; managing and ensuring public debt safety; building a healthy financial market; effectively implementing administrative procedure reforms associated with human and apparatus streamlining, etc.

For the General Department of Customs, Mrs, Ngan assessed that in 2018, the Customs sector has successfully completed the assigned tasks, making a significant contribution to the overall achievements of the Finance sector.

In particular, she highly appreciated the efforts in the budget collection with a revenue of more than VND 314,000 billion, exceeding 11.2% of the estimated target (estimated target of VND 283,000 billion).

At the same time, appreciating the efforts of the Customs sector in continuing administrative procedures reform, customs modernization, promoting the reform of specialized inspection, especially ensuring the role of the Standing Office of the National Steering Committee for ASEAN Single Window (ASW), National Single Window (NSW) and trade facilitation.

Along with that, in 2018, the Customs sector has successfully deployed the Automated System for Customs Management (VASSCM) which played an important role in further reducing the customs clearance time and improving the efficiency of state management on customs.

“In addition to budget collection, Customs reform and modernization, I am also happy with the victory of Customs officers in the fight against smuggling, trade frauds, especially the whole Customs sector continues to promptly detect and successfully destroy smuggling and trade frauds to combat budget revenue losses. At the same time, the Ministry of Finance, the General Department of Customs continue to do well in the role of the Standing Office of the National Steering Committee 389”- Mrs. Ngan emphasized.

Furthermore, she also acknowledged and highly appreciated that in the 2018 General Department of Customs promptly discovered and proposed solutions for imported scrap, including struggling and prosecuting many big cases and so on.

On behalf of leaders of the Party, State, National Assembly, National Assembly Chairwoman Nguyen Thi Kim Ngan praised the achievements of the Finance sector and the General Department of Customs in 2018.

Regarding the 2019 tasks, the Chairwoman requested that with the Government's motto in 2019, "Discipline, integrity, action, creativity, breakthrough and efficiency", the Customs sector should continue to pay more attention to successfully realizing key tasks. She asked the Customs sector to make efforts to complete and exceed the budget revenue targets assigned by the National Assembly.

At the same time, further promoting administrative procedure reform and Customs modernization towards simplification, transparency and consistency with international standards on Customs, etc. In particular, she expressed great emphasis for the further implementation of NSW and ASW.

Moreover, the Ministry of Finance and the General Department of Customs are to continue to do well in the role of the Standing Office of the National Steering Committee 389 and promote Customs control and anti-smuggling.

At the meeting, on behalf of leaders of the General Department of Customs and Standing Party Committee of the General Department of Customs, Director General Nguyen Van Can earnestly received the comments and directions of the National Assembly Chairwoman.

He expressed the determination in 2019 that the whole sector will work together and strive to successfully complete the assigned tasks on the basis of exceeding the budget revenue, and at the same time, achieve good performance for the Customs reform, modernization and trade facilitation; improving the effectiveness of prevention, fight and arrest of smuggling and trade fraud cases, contributing to promoting socio-economic development and ensuring national security.
