More than 3.4 million containers of goods pass through VASSCM

Ho Chi Minh City Customs Department has deployed the VASSCM in accordance with the assigned plan before November 31, 2018 at all 49 ports, warehouses, yards and locations (including 13 ports, 2 centralized locations, 6 ICDs, 11 CFS warehouses and 17 bonded warehouses).
There are 13 warehouses and locations that are behind the deadline of implementation at the request of the General Department of Customs.
After the deployment, the total number of declarations verified by the automated system through the supervision is 2,365,666 until June 30, 2019; the total number of containers approved for passing through the supervision area is 3,386,436.
The deployment of VASSCM has created a new breakthrough in customs management at seaports and airports.
For port and warehouse operators, the VASSCM has met conditions for implementing management requirements under the Customs Law 2014; minimized risks of paper vouchers; improved the prestige, operation efficiency and competitiveness due to the reduction of labour volume and costs by minimizing paper documents and limiting contact between parties and reducing storage time of goods in ports, warehouses and yards; saved time, cost, effort and manpower for creating, printing and preparing, submitting paper records of each shipment to the Customs.
For import-export enterprises the VASSCM has reduced administrative procedures and reduced the time when goods are cleared and reduced costs.
For shipping lines, thanks to the quick release of goods, the turnaround time of using containers and ships is shortened, supporting enterprises to increase exploitation capacity and improve the efficiency of international transportation.

In addition to benefits, the VASSCM also reveals limitations, leading to potential risks for customs management and supervision. Ho Chi Minh City Customs Department analysed and proposed solutions to overcome these limitations.
