On 12/4, Ministry of Natural Resources and Environment organized a quarterly press conference in quarter 1 of 2018. At the conference, Mr. Phan Tuan Hung, Director of Legal Department (MONRE) said that: Regarding administrative reform and modernization, they have completed opinions collected from Ministries, Branches, localities, VCCI and enterprises about the draft Decree stipulating on cutting off business conditions under management fields of the Ministry.

In particular, the MONRE proposed to abolish and simplify 99/163 business investment conditions, accounting for 60%, in that abolishing 69 conditions, simplifying the 30 conditions, abolishing 10 administrative procedures. It will be presented to the Government in June.

According to Mr. Hung, the MONRE also reviewed the list of goods subject to specialized inspection for 74 nomenclatures. The MONRE is proposing to the Prime Minister the abolition of specialized inspection procedures of 38 goods items and simplifying list of goods.

Mr. Hung also said that in the first quarter, MONRE would continue to provide online public services for 82 administrative procedures, in that 67 are online public services at level 4 and connected to the National Single Window Portal. The MONRE is building a set of indicators to measure the satisfaction of people and enterprises; Focus on proposing solutions for the sector to actively provide infrastructure and take advantage of the 4.0 revolution.

On 30/3, the Prime Ministe,r Nguyen Xuan Phuc, signed the document 413 / TTg-TH requiring the ministries and agencies to immediately implement tasks assigned by the Government. Accordingly, the Prime Minister requested ministries and agencies: Industry and Commerce, Justice, Health, Agriculture and Rural Development, Finance, Information and Communications, Natural Resources and Environment, Construction, Labour, War Invalids and Social Affairs, Science and Technology, Culture, Sports and Tourism, Education and Training, Public Security, Defense, State Bank of Vietnam, to completely reform the specialized inspection, to ensure cutting off and simplify 50% of the list of goods, products, specialized inspection procedures and business conditions strictly in accordance with the direction of the Prime Minister.

At the same time, to review all regulations on specialized inspection and business conditions in relevant laws and report them to the Government and the Prime Minister; To review all legal documents (decrees, circulars and decisions) on specialized inspection and investment and business conditions; To propose amendments and abolishment of overlapping, inconsistent and unreasonable regulations so as to ensure the reduction and simplification of 50% of the list of goods and specialized inspection procedures.

As the survey results of The Vietnam Provincial Governance and Public Administration Performance Index (PAPI 2017) show, the management areas of the Ministry of Natural Resources and Environment have made significant improvements that need to be further promoted, especially in land field; The rate of people having to pay bribes when making certificates of land use rights has fallen from 23% in 2016 to 17% in 2017; The percentage of people who reported having access to land use certificates increased from 79% in 2016 to 86% in 2017; The percentage of people reporting that illegal land acquisition has fallen from 9% in 2016 to 7% in 2017 ...
