This event demonstrates the traditional friendship spirit between the two provinces Mong Cai (Vietnam) – Dongxing (China), and is a practical activity on the occasion of Mong Cai City, Quang Ninh organizing the 15th Vietnam - China International Trade and Tourism Fair in 2023.

Launching passenger immigration activities through the Bac Luan II bridge border gate area to concretize the signed contents between the People's Committee of Mong Cai City (Vietnam) and the People's Government of Dongxing City (China) on implementation time of procedures allowing tourists to use passports to exit or enter through the Mong Cai (Vietnam) – Dongxing (China) international border gate pair in the Bac Luan II bridge area, at the conference talk between the two sides on November 19, 2023.

The official launch of passenger immigration activities, implementation of immigration procedures for tourists and passengers with passports through the Mong Cai (Vietnam) – Dongxing (China) International Border Gate pair in Bac Luan II bridge area will start from November 29, 2023.

According to a report of the People's Committee of Mong Cai City, the total number of immigration passengers through Mong Cai International Border Gate in 2023 reaches more than 3.7 million entries and exits, including more than 1.86 million entries and more than 1.87 million exits. The number of tourists coming to Mong Cai City in 2023 alone reaches more than 2.4 million visitors. Therefore, when the immigration activities for passengers at Bac Luan II bridge area is officially launched, it will reduce the number of passengers passing through Mong Cai international border gate and the Bac Luan I bridge area.

Previously, the People's Committee of Mong Cai City requested Mong Cai Border Gate Customs Branch and other border gate authorities to arrange adequate officers; complete the investment in facilities and professional equipment to improve customs clearance efficiency for people, vehicles, and import and export goods through Mong Cai international border gate (Bac Luan II bridge area).

The People's Committee of Mong Cai City requested Mong Cai International Border Gate Management Board to build a temporary waiting area to serve tourists in the immediate future, arrange a service area and a bench system to serve the needs of tourists while waiting for immigration procedures; repaint traffic warning lines at the entry and exit vehicle control channels; install air conditioning at working booths on both sides of the control flow for entry and exit vehicles and import and export goods; proactively urge construction units to repair water seeping and leaking areas at the border gate inter-sectoral control station according to the direction of the Provincial People's Committee.

Mong Cai City People's Committee also requested Tan Dai Duong International Import-Export Joint Stock Company to urgently complete the service area for tourists; invest and complete procedures to ensure operating conditions of the tourist tram system; complete the plan to exploit and use electric vehicles in the border gate area and report to the City People's Committee for approval.

At the same time, Tan Dai Duong International Import-Export Joint Stock Company was required to urgently complete the procedures for applying for permission to open the entrance gate to the imported goods inspection site and invest in facilities to ensure working conditions; repair and upgrade temporary goods and tourist parking lots in the national gate area.
