Lang Son officially pilots the process of using digital border gate platform

VCN - The People's Committee of Lang Son province issued a Decision regulating the process of using a digital border gate platform. This regulation would be piloted for six months at Huu Nghi international border gate and Tan Thanh sub-border gate.

This regulation would be applied in the use of the digital border gate platform of Lang Son province in import and export activities, temporary import and re-export, temporary export and re-import, transshipment, and goods transit through Huu Nghi international border gates and Tan Thanh sub-border gate for organisations and individuals carrying out import and export activities; cargo drivers; enterprises providing yard and terminal services and state management authorities and units at these two border gates.

Accordingly, before transporting import and export goods through Huu Nghi international border gate or Tan Thanh sub-border gate, they must declare information (open declarations) on the digital border gate platform. The information should include information about import and export goods, information about drivers and information about quarantine.

After that, drivers who transported goods through Huu Nghi international border gate or Tan Thanh sub-border gate are required to open GPS navigation and open the digital border gate platform application installed on smartphones (the digital border gate platform of Lang Son province portal has the address: https://cuakhauso.langson.gov.vn and the App of the digital border gate platform are available on CHPlay and AppStore) during the transportation process.

In the process of transporting goods, organizations, individuals and drivers could look up the situation of the yards and the volume of vehicles transporting goods through two border gates mentioned above. Besides that, domestic organizations, individuals and drivers could receive traffic coordination orders from the Lang Son Provincial Traffic Police through the digital border gate platform.

The control of the flow of vehicles transporting goods is based on the automated collection of coordinates of drivers during the transportation of goods, the digital border gate platform system of Lang Son province would automatically calculate and give recommendations on the channel of freight traffic.

Based on these recommendations, the Traffic Police force will regulate and channel vehicles directly at the scene or indirectly through the digital border gate platform when there is a risk of traffic congestion.

When vehicle operators drive the vehicle transporting goods to the border gate area, the medical examination unit will use this platform to scan the license plate number to check the medical declaration. Then the medical examination procedures will be carried out. At the end of the inspection process, the medical examination unit will sign for confirmation on the digital border gate platform.

For example, when vehicles carried goods to barrier number 1, barrier number 2, cameras will recognize the license plate and check information about drivers and documents relating to the vehicle. At the same time, the container scanning system (if any) will scan goods and display information to support the Border Defence force in the process of checking and comparing information.

When cargo vehicles enter and exit the border gate area (barrier number 1, barrier number 2), the Border Defence force will base on the information showed on the platform after checks. If the information is incorrect, the Border Guard will return the application on the app so that organization or individual can re-declare. If the organisation or individual detected that they had not paid the fee for using infrastructure, service works and public utilities, the Border Defence force would coordinate with border gate management authority and the tax authority to handle in accordance with the regulations.

If the information is correct, the Border Guard will confirm the information on the application and allow the vehicle to enter the parking lot or allow the vehicle to exit.

Furthermore, when vehicles transporting goods enter and exit the terminals, the cameras will automatically recognize license plates and update them on the system. Based on this information, along with information about the capacity of yards, the system will automatically calculate the available capacity at the yards.

Next, health quarantine, animal and plant quarantine will carry out the quarantine following professional operations and confirm the quarantined information on the digital border gate platform.

After carrying out quarantine procedures as prescribed, organizations and individuals register to load goods on the digital border gate platform. Then customs authority will approve and perform customs supervision in accordance with the regulations. Enterprises operating yards will carry out the transshipment of goods following the information approved by the Customs authority.

At this time, the digital border gate platform will display a list of vehicles with sufficient information to carry out the inspection and the Customs authority will carry out the cargo inspection. During the implementation process, the container scanning system will be used to support the inspection process. If the information on the declaration matches with customs dossier, the customs authority will confirm on the digital border gate platform. If not, the feedback will be given on the application for organizations and individuals to re-declare.

The final step is the collection of fees for using infrastructure, service works and public utilities in the border gate area.

Accordingly, for the case of direct fee payment, the digital border gate platform will list declarations that have completed the procedures to be ready to pay the fee. These declarations are automatically channeled to the correct border management center or tax authority. Then, the border management center or the tax authority will collect the money and confirm the money has been paid on the digital border gate platform.

In cases of online fee payment, organizations, individuals or authorized persons should pay fees online through the online payment platform to the bank account of the Border Gate Management Center or the tax authority. The border management center or the tax authority will check the account and confirm the money has been collected on the digital border gate platform.

The People's Committee of Lang Son province requested that competent authorities such as the Department of Information and Communications, the Dong Dang economic zone authority, Customs, Public Security, Border Defence, Tax, Quarantine should chair, coordinate with relevant agencies to solve problems relating to technology, technical, management, operation and maintenance 24/7 of the entire digital border gate platform; ensure the system is stable, continuous and information security.
