Lang Son deploys solutions for supporting dragon fruit exports

VCN – Facing increasing numbers of vehicles transporting fresh dragon fruit to border gates in Lang Son province in order to carry out export procedures to China, the People's Committee of Lang Son province requested units, departments and competent forces in the area to urgently deploy solutions to facilitate and support cargo clearance for this item.

According to the People's Committee of Lang Son province, recently, the number of vehicles transporting fresh dragon fruit from southern provinces to the border gates in the province has increased because the Chinese side has temporarily stopped importing dragon fruit through the Hekou border gate (Lao Cai) and Thien Bao border gate (Thanh Thuy, Ha Giang).

Statistics showed that, by the morning of August 7, at Tan Thanh border gate, there were 619 vehicles, including 521 trucks transporting fresh dragon fruit for export. Besides that, on the roads outside the border gate, there are about 130 vehicles (equivalent to about 16,000 tonnes). Meanwhile, the clearance capacity of this item was only about 100-130 vehicles per day on average.

Although this item has many backlogged containers at the border gate, businesses have continued to bring a large amount of this item to the border gate. This leads to the absence of appropriate regulations, which will affect the quality of goods, pose a risk of economic damage to businesses and traders, and increase the pressure at border gates.

Therefore, in order to continue to support, create favorable conditions, and remove obstacles for enterprises and traders to export dragon fruit through border gates in Lang Son province, the People's Committee of Lang Son province requested the Department of Industry and Trade, Department of Transport, Department of Health, Dong Dang Border Gate Economic Zone Authority – Lang Son, Lang Son Customs Department, Border Defence, Provincial Police, Plant Quarantine Sub-Department of Region VII and relevant agencies to direct forces and competent units to monitor and update information on Covid-19 pandemic prevention and control of Guangxi authorities in China to actively exchange, coordinate to solve difficulties to support and create favorable conditions for enterprises to export dragon fruit through border gates in the province.

At the same time, strengthen management measures to ensure Covid-19 pandemic prevention and control at domestic health checkpoints as well as border-gate areas; fumigation for fresh fruit products and vehicles of Vietnam before being exported to China.

The People's Committee of Lang Son province also requested Lang Son Customs Department to direct border-gate customs units to create the most favorable conditions in clearance procedures for dragon fruit. In particular, Lang Son Customs needs to regularly grasp the situation of dragon fruit clearance at border gates as well as the import capacity and needs of the Chinese side to actively implement solutions to improve customs clearance capacity.

At the same time, communicate and recommend to enterprises and traders operating business in exporting this item to regulate the quantity of exported goods, avoiding congestion and causing damage to enterprises.

The Provincial Police, Transport, and Border Defence units direct their subordinates to regulate traffic to avoid congestion in means of transport of export dragon fruit on internal roads as well as border areas.

The Dong Dang border gate economic zone authority (Lang Son) regularly grasps the export situation of dragon fruit and other agricultural products to exchange with relevant authorities in Bang Tuong, Guangxi - China when there is sign of congestion from the Chinese side.

Lang Son Department of Industry and Trade acts as the focal point to receive and exchange information with the Departments of Industry and Trade of provinces that have dragon fruit products exported through the province in harvesting, packing and transporting, which must ensure the requirements of anti-pandemic work; coordinate to reasonably regulate the quantity of goods to the border gates in the province, minimize economic losses for businesses and traders, and promptly report to the Ministry of Industry and Trade and the Provincial People's Committee to solve issues beyond their authority when problems arise.
