Lang Son Customs: Positive signals from budget collection work

Revenue on the rise

As of November 7, 2023, Lang Son Customs Department has processed 132,886 customs declarations with a turnover of US$41,254 million, up 91% year-on-year. Of which, the number of export declarations is d 62,744 with a value of US$2,438 million, surging 277%, the number of import declarations is 70,142 with a value of US$1,815 million, up 15%. Lang Son Customs also handled procedures for 344,787 vehicles transporting goods through the land border gate and 716 trains of import and export goods through Dong Dang International Railway Station.

The growth in turnover has helped the state budget revenue through the area of Lang Son Customs Department as of November 7 increase 14.71% over the same period in 2022 to VND4,277 billion VND, equal to 71.29% of the set target. In addition, Lang Son Customs Department has also actively collected fees according to Decision No. 24/2019/QD-UBND dated December 31, 2019 of Lang Son People's Committee and earned VND466 billion.

At Huu Nghi International Border Gate Customs Branch, the flow of import and export goods is stable and tends to increase. According to statistics, in the first 10 months of the year, the branch received 53,510 declarations of all types with a turnover of US$2,726 million, an increase of 127% over the same period last year. Accordingly, as of October 31, the department has remitted to the state budget VND3,590.7 billion, equal to 73.3% of the assigned target, rising 31.2% year-on-year.

Speaking to reporters, Mr. Phung Van Ba, Deputy Director of Huu Nghi International Border Gate Customs Branch, said that due to smooth customs clearance activities, businesses have strengthened import and export of goods. The unit has also actively contacted businesses to invite them to carry out procedures in the area. Accordingly, in October alone, the unit attracted four more businesses to carry out procedures through Huu Nghi international border gate. The unit has arranged well-experienced and skilled customs officers to directly guide procedures for new businesses.

As for Chi Ma Border Gate Customs Branch, although in recent months, the amount of exported goods through the management area has slowed down, as statistics over the past 10 months show quite optimistic growth. By the end of October 31, Chi Ma Border Gate Customs Branch collected nearly VND410 billion, a year-on-year increase of 28%.

At the specialized import-export route at Chi Ma border gate, reporters of Customs Magazine saw many trucks lining up to complete customs clearance procedures. According to Mr. Nguyen Bao Ngoc, Director of Chi Ma Border Gate Customs Branch, imported goods through the Branch are mainly groceries and consumer goods, and goods owners often change border gates to carry out procedures, so the trade turnover is not stable and greatly depends on domestic consumption demand. The unit has been drastically implementing solutions to enhance revenue management, striving to earn VND550 billion in 2023.

Implementing solutions consistently

To create favorable conditions for import and export activities, Lang Son Customs Department has proactively coordinated with competent forces to enhance exchanges and discussions with the Chinese side on solutions to facilitate and improve capacity. customs clearance capacity.

In particular, Lang Son Customs has focused on facilitating essential raw materials for production, means of transport, and imported CBU cars. At the same time, the unit has supported businesses with large revenues and good compliance with the law to carry our procedures at border gate customs branches managed by Lang Son Customs Department to contribute to raising revenue.

To synchronously deploy solutions to facilitate goods in the remaining months of the year, Mr. Nguyen Hong Linh, Director of Lang Son Customs Department, said that the unit has requested border gate customs branches and competent units to actively implement many solutions to accompany businesses to overcome difficulties, contributing to improving the state budget revenue situation.

Specifically, the department has required units to arrange sufficient customs officers to create maximum conditions and carry out customs clearance on the same day for import and export shipments that have gone through procedures according to regulations and give priority to exported Vietnamese agricultural products and fruits to the Chinese market.

Besides, the customs units are required to continue to understand difficulties and obstacles as well as business and production plans of enterprises to promptly remove difficulties and obstacles, creating favorable conditions for import and export activities.

With the goal of completing the budget collection task at the highest level, Lang Son Customs Department will continue to closely follow the direction of the Ministry of Finance, the General Department of Customs, the Provincial Party Committee, and the Provincial People's Committee to have specific solutions and plans to boost import and export activities and assign customs officers to promptly support and immediately resolve problems arising during the customs process; strengthen information exchange and closely coordinate with competent forces at border gates to quickly carry out customs clearance procedures for import and export goods.

Along with that, Director Nguyen Hong Linh said that Lang Son Customs Department will also continue to recommend to competent agencies: strengthen exchanges and negotiations with the Chinese side to soon resume customs clearance at border gate which are temporarily suspended in the province to improve customs clearance capacity; promote negotiations and agreements with relevant Chinese agencies to soon complete the signing of the Protocol on plant quarantine for fruits that have not yet been signed; consider signing a bilateral agreement on quarantine for exported goods to reduce the physical inspection rate of exported agricultural and fruit shipments, contributing to accelerating the export of Vietnamese goods to the Chinese market.

In addition, Lang Son Customs will recommend that the Chinese side strengthen communication work to attract Chinese enterprises to import and export through the Huu Nghi - Huu Nghi Quan international border gate pair of high-value items and increase the limit for imported vehicle items from China into Vietnam through Huu Nghi international border gate to contribute to attracting import-export enterprises through the areas of both sides.
