Accordingly, the General Department of Vietnam Customs proposed business associations, VCCI, to comment on the above contents before April 22, 2020.
The General Department of Vietnam Customs is expected to report to the Ministry of Finance and submit to the Government for promulgation a Decree amending and supplementing a number of articles of Decree 08/2015/ND-CP and Decree 59/2018/ND-CP in 2021 to ensure that it is in line with reality and complies with commitments in the agreements.
According to the General Department of Vietnam Customs, the implementation of the contents of the decrees as mentioned above have revealed a number of regulations which were no longer appropriate with the reality of customs management or overlapping with other legal documents, such as specialised inspection, customs supervision and inspection, customs procedures for some types of import and export goods, risk management, post-clearance audit.
Besides that, at present, Vietnam has been participating in negotiations to sign many new-generation free trade agreements such as the EVFTA and CPTPP that requires customs procedures to be more reformed and transparent.
