Imports and exports through Mong Cai rise again after a pandemic

The number of declarations soars by more than 102%

According to statistics from Mong Cai border gate Customs Branch (Quang Ninh Customs Department), the unit processed 11,028 declarations in the first quarter of 2023, with a total import-export turnover of US$504.96 million, rising by 102.01% in several declarations and 12.58% in trade turnover over the same period in 2022.

Export turnover reached US$331.96 million and import turnover US$173 million.

Under the results of the seminar between Mong Cai City Authority and the Dongxing City (China) Authority on December 21, 2022, and the letter between the Dongxing City Authority on January 7, 2023, the Chinese side has loosened and removed the quarantine after lowering the level of Covid-19 pandemic prevention; entry and exit activities through border gates are carried out according to the roadmap following China's policies.

Specifically, the export goods of border residents reached 4,372 declarations, worth US$116.96 million, up 288.96% in declarations and 134.86% in turnover over the same period in 2022.

There were 6,656 import and export goods declarations processed on the VNACCS/VCIS with a total trade turnover of US$388 million, up 19% in declarations but down 35% in turnover over the same period last year.

It is worth mentioning that 70 new enterprises were carrying out procedures (an increase of 34 enterprises year-on-year), bringing the total number of enterprises carrying out procedures through the branch to 347 (including 147 enterprises in the province and 200 enterprises outside the province).

According to Mong Cai Border Gate Customs Branch, in the first months of 2023, the branch coordinated with inter-sectoral agencies at the border gate and the border crossing of the Km 3+4 pontoon bridge to exchange information in the area, working 24/7 to ensure smooth circulation of means of transport, avoiding congestion at the border gate; gave priority for customs clearance to exported agricultural and aquatic products.

The branch has also strictly followed the direction of the People's Committee of Mong Cai City on flexibly implementing several measures to prevent and control the Covid-19 pandemic at ​​the border gate and border crossings and taking measures to maintain stability and promote customs clearance through the Bac Luan Bridge II, the Km3+4 Hai Yen opening in the new situation.

On the other hand, the branch has offered solutions to maintain the stability of customs clearance and entry and exit through Mong Cai international border gate (Bac Luan border gate I); developed the exit and entry channelling plan, arrangement, and arrangement management of vehicles at Bac Luan bridge I.

The branch has also seriously implemented the direction of the General Department of Customs, Quang Ninh Customs Department, on strengthening the management of goods transportation under customs supervision; strengthened the control of overloaded and oversized means of transport of goods subject to customs supervision.

In addition, the branch has requested the civil servants to supervise means of transport that violate the regulations on oversized, overloaded, homemade "fake containers" and not to carry out procedures and allow customs clearance for violation vehicles.

Revenue increases by 35%

To increase budget revenue, the unit will continue to closely follow the import-export plan of enterprises with large revenues, analyze and evaluate the factors affecting import-export activities and budget revenue, and timely remove obstacles.

In addition, the branch will continue to promote reform of administrative procedures, create maximum favourable conditions for import-export activities to maintain and develop old revenue sources, attract businesses and increase new revenues.

Further, the branch will ensure stable maintenance and development of revenue from businesses that regularly import and export through the area, such as FDI enterprises; mining machinery and equipment trading enterprises; and consumer goods enterprises.

Moreover, the unit will step up the implementation of measures to increase revenue; combat loss of revenue through controlling the value, origin and quantity of goods; continue to monitor and urge the recovery of overdue tax debts; promptly apply coercive measures as prescribed so as prevent new debts.
