Imported goods must be declared in advance on the Customs system from April 20

VCN –Customs Branches at land border gates and inland waterways are instructed by the General Department of Vietnam Customs (GDVC) to require enterprises to declare in advance for imported goods and confirm the imported goods entering the border-gate area on the System from April 20.

An online training session on declaring, receiving, checking and certifying the electronic manifest of imported goods.

The GDVC has issued an official dispatch to instruct local customs departments to receive, check and confirm the e-manifest of imported goods.

Currently, the GDVC has completed the construction of a system for receiving, checking and certifying the e-manifest of goods imported across land border gates and inland waterways. Therefore, the customs declaration in advance and confirmation for imported goods entering the border gate area will be implemented in the System from April 20.

The GDVC requests local customs units to notify and require the owner of the means of transport, the operator of the means of transport, the person authorized by the owner of the means of transport (the goods owner or the customs broker authorized by the owner) to declare a manifest of imported goods before transporting goods into the Vietnamese territory via the System as follows:

The name and password of enterprises to log in to the System are the same as the login information to the VNACCS.

If the System has a problem or there are other cases beyond 9 cases on the System, the customs declarant will declare and submit one original manifest under the form BKTTHH/2021/NK issued together with GDVC's Official Dispatch No. 1503/TCHQ-GSQL dated 2/44/2021 to the customs officer at the border gate.

The GDVC said that the Customs authority would not process procedures for means of transport and goods entering the border area if enterprises do not declare the manifest of goods or means of transport on the System or submit the paper manifest.

In addition, the GDVC also guides the receiving, checking and certifying of the e-manifest and paper manifest of imported goods.

For e-declaration, the customs declarant submits the manifest to the System, and the System will automatically check the declared information and data in the attached file and notify the handling results for the declarants.

If the declared information and attached files are appropriate, the System will return the handling results to the declarant (including the declaration code, the manifest number and all declared information on means of transport and goods). The declarant will provide the declaration code and the manifest number to the customs officer at the border gate to confirm the goods entering the customs-approved area.

If the declared information and attached files are not appropriate, the System will automatically refuse to receive and notify the declarant to make an additional declaration.

When the means of transport carry imported goods to the border gate, and transport them into the Vietnamese territory, the customs declarant or the transporter must provide information of the manifest and means of transport to the Customs officer at the border gate to check before approving the goods entering the border gate.
