Strictly control goods in transit, temporarily imported goods for re-export, goods deposited in bonded warehouses to prevent fraud

To ensure the export and re-export of goods in line with regulations, the GDVC requires the local customs department to request officers at border gate customs branches to comply with the GDVC’s direction. Furthermore, it strictly implements the customs management, inspection and supervision for goods in transit under the provisions of the Goods Transit Agreements signed by the Vietnam Government with the Governments of Cambodia, Laos and China, and in other legal documents.
The GDVC directs that the temporarily imported goods for re-export and goods transported from bonded warehouses to the exit border gate to export to foreign countries across border gates must be re-exported across international or main border gates.
Goods are only allowed to be exported and re-exported at the exit border gate registered on the customs declaration and are not permitted to go through border crossings and landmarks. The Customs officials only approve that the goods undergo the customs control area after the whole consignment is transported across the registered exit border gates.
The re-exported and exported goods must be transported on vehicles that meet the conditions for customs sealing, inspection and supervision. Specifically, containers must not be torn or punctured; the Customs must seal the latch lock with a hole; the hinges of the container must be met standards certified by the competent authority.
For vans, cargo containers must not be punctured or torn; the lock and latch with hole must be sealed the customs.
If the vans or containers do not meet conditions for customs seal and supervision, the customs will not allow the loading of goods on the vehicles and not approve them in the customs control area.
The transportation of goods in transit, goods from bonded warehouses or storage places for goods temporarily imported for re-export to the exit border gate must be monitored by the e-customs seal. During the monitoring process via the customs system, if the vehicles show signs of failing to ensure the original status and the route and time and turn off the positioning signal, the Customs will carry out a physical inspection at the exit border gate.
The GDVC also directs local customs departments, especially localities with land border gates, to request border-gate customs branches and customs control forces, internal inspectors to strengthen the inspection of the implementation of customs procedures and customs supervision at trails and border crossings to detect and handle illicit export and re-export of goods.
The country’s top customs regulator asks the Anti-Smuggling and Investigation Department, the Customs Control and Supervision Department, and the Customs Supervision unit at the GDVC’s headquarters to promote measures to inspect and patrol online or offline via e- positioning seal management system and surveillance cameras at border gate areas. If detecting violations, the customs must clarify signs of supporting and protecting goods transported across the areas. The GDVC will also review the responsibility and handle the head of the unit when violations occur in the management area.
