Ensuring fairness between domestically produced goods and imported goods

Sir, what is the significance of trade remedies work for domestic manufacturing enterprises?

Conducting investigations and applying trade remedies measures aims to restore a fair competitive environment between imported goods and domestically produced goods, thereby helping to protect domestic industries at specific stages.

By applying trade remedies measures, domestic manufacturing industries can ensure their development strategy of new products with deeper processing value; at the same time, ensuring jobs for workers and helping Vietnamese manufacturing industries participate more deeply in regional and global value chains.

Currently, which industries in Vietnam are facing the fiercest competition and applying the most trade remedies measures?

To date, we have investigated 30 trade remedies cases, of which trade remedies measures are being applied to 22 items.

Not only in Vietnam but also around the world, the items that are investigated and applied the most trade remedies measures are metal products such as iron and steel.

In addition, we have also conducted a number of investigations into other industries such as construction materials, food, textiles…

Many enterprises are concerned about balancing the interests of all parties when imposing anti-dumping taxes on Chinese products, because Vietnamese enterprises are heavily dependent on cheap raw materials from China. What is your opinion on this issue?

The principle of trade remedies is to ensure a fair competitive environment between imported goods and domestically produced goods.

Therefore, when determining that imported goods have unfair competition behaviour, specifically dumping, the Trade Remedies Authority will recommend the Minister of Industry and Trade apply appropriate measures to remedy this behaviour.

During the investigation process to apply trade remedies measures, the Authority will rely on specific information, data, and evidence provided by enterprises, including information from foreign enterprises, and will conduct re-examination to ensure that the information is accurate. This process often lasts a year, and many cases even have to be extended to ensure that the information and assessments are the most accurate.

The application of trade remedies measures also has the consequence that some related enterprises will have to buy raw materials at higher prices.

This is a consequence to ensure a fair competitive environment. However, the applied trade remedies tax will only be at a sufficient level to overcome dumping behaviour, not a very high tax level that affects the value chain in the industry.

Because during the investigation process, we always try to conduct the fairest, most public way, and accept the opinions of all parties.

To improve the effectiveness of trade remedies work, in the coming time, what will the Trade Remedies Authority have solutions to raise awareness of domestic enterprises?

With the investigation of applying trade remedies measures, the most important principle is to comply with domestic legal regulations as well as international commitments.

In the coming time, in addition to accompanying and supporting enterprises, we will continue to have activities to propagate, share and disseminate trade remedies regulations more widely to the business community, not only current regulations but also new regulations on trade remedies so that domestic enterprises can grasp and apply them appropriately.

In doing so, we will continue to ensure that trade remedies investigations into imported goods are conducted fairly, transparently, in compliance with domestic laws and regulations, and that we listen to and use data and information provided by all relevant parties.
