According to the Ho Chi Minh City Customs Department, in 2023, a sharp increase in foreign visitors to Ho Chi Minh City has boosted consumption in this city. In 2023, Ho Chi Minh City Customs Department refunded nearly VND100 billion of VAT on goods worth VND1,268 billion brought by foreigners and oversea Vietnamese residents on exit.
Goods eligible for VAT refund include: shoes, watches, clothes, cosmetics, handbags, personal belongings...
Thus, after a period of interruption due to the impact of the Covid-19 pandemic, from the end of 2022, immigration activities have been restored, so VAT refunds on goods brought by outgoing foreign visitors and oversea Vietnamese residents have been increasing again.
In 2023, Ho Chi Minh City Customs Department has proactively created favorable conditions for customers in tax refunds, and proposed to remove some problems arising during the tax refund process.
