One-time price consultation encouraged

At the conference, the Customs agency answered 18 questions related to customs procedures, price consultations, and tariff schedule for goods originated from the EVFTA.

Of which, the enterprises were interested in price consultation and one-time consultation and multiple use of the consultation results. Regarding answering questions on one-time price consultation, Sai Gon Port Zone 1 Customs Branch said that if there were suspicions of prices for imported and exported goods, normal consultation should be conducted, for remaining cases, enterprises should conduct one-time consultation.

Because procedures for one-time consultation are simpler, easier to implement, save more time and human resources than multiple consultation. One-time consultation reduces inspection time and clearance time and is suitable for enterprises regularly importing one commodity.

From the above situation, Saigon Port Zone 1 Customs Branch encourages and highly appreciates enterprises implementing the one-time price consultation procedure, which will not only benefit enterprises but also support the customs agency to reduce administrative procedures, contributing to improving the quality of customer service.

Currently, the Ho Chi Minh City Customs Department is continuing to expand one-time consultation to enhance trade facilitation for enterprises whocomply with customs laws. At the same time, limit multiple taxable price consultations for the same goods with unchanged declarations and taxable pricesto reduce working time with customs agencies and reduce pressure on customs officers.

According to Mr. Nguyen Thanh Long, Deputy Manager of Saigon Port Zone 1 Customs Branch, in the first six months of 2020, over 27,000 enterprises carried out import and export procedures at Cat Lai port; 290,000 customs declarations were handled with a total turnover of nearly US$16 billion.

He also notified enterprises of compliance with the law in declaring import and export goods, enterprises should pay attention to and follow the regulations. In the first six months of 2020, Saigon Port Zone 1 Customs Branch conducted consultation and rejected the declared customs value of nearly 2,000 customs declarations, increasing the budget revenue to VND116 billion. Besides, through the post-clearance audit, Saigon Port Zone 1 Customs Branch detected a number of violations and collected nearly VND6 billion for the budget.

Trade facilitation projects

In addition to carefully answering questions on customs procedures and tax policies, at the conference, some enterprises also proposed further improvements to network infrastructure to avoid instability and interruptions, affecting the clearance process as well as online payment at the port to receive goods. In this regard, the Saigon Port Zone 1 Customs Branch said that they had proposed superior agencies consider and upgrade the system to better serve the business community.

At the conference, in addition to introducing many contents in the new documents, especially Circular 69/2020 / TT-BTC stipulating the handling of tax debts, Saigon Port Zone 1 Customs Branch also introduced a number of programs to support businesses, such as: trade facilitation project at Cat Lai port; one-time consultation program.

Deputy Director of Ho Chi Minh City Customs Department Nguyen HuuNghiep said that to facilitate trade, the Customs agency has many projects to link the Customs agencies and the port operators to create more favorable conditions for enterprises.

Recently, Customs and Vietcombank have signed a cooperation agreement to facilitate enterprises in implementing tax and fee obligations. Customs will provide information about enterprises that pay large tax amounts and comply with customs laws and Vietcombank can consider tax guarantees for those enterprises.

Currently, the Customs sector is developing a specialized inspection scheme in the direction that the Customs agency will be the focal point. Currently, the Customs sector is simplifying specialized inspection and putting risk management into specialized inspection. For customs verification, it is necessary to improve the identification of goods codes at the border gates, limiting the need for analysis and classification.

Regarding the trade facilitation project at Cat Lai port, Mr. Nguyen Huu Nghiep noted that the enterprise shall declare the goods before arrival at Cat Lai port so that the customs agency and port operatorswill have information to handle and classify the channel before goods arrive at the port. Thus, the customs clearance can be conducted quickly.
