Performing the function of State management on customs in the area of Ho Chi Minh City - the biggest economic center the country, with the system of seaports, international airports, export processing zones, industrial zones,...contributing about one-third of the industrial production value, one fifth of export turnover and one-fifth of the national economy, 38% of the national budget. Customs Department of Ho Chi Minh City has also step by step developed the organisational structure, human resources to meet the requirements of the task.
Since the beginning of the takeover, only 54 officers and men, main officers from the Southern Region Department of Finance and officials of the Central Customs Department were mobilised to take over the South and the sector leaders. After 42 years of construction and development, the Customs Department of Ho Chi Minh City has more than 2,200 cadres and civil servants who are professionally trained and have solid professional skills; With an organizational structure of 25 divisions, branches attached; A Party based on more than 1,000 Party members with 30 Branches, Party affiliates; strong corporate system.
With the workforce accounting for 1/5 of the whole sector, the Customs Department of Ho Chi Minh City annually handles the workload with 40% of import and export turnover. The state budget accounts for about 35% of the entire customs sector. In particular, the Customs Department of Ho Chi Minh City has made great contributions to the reform of administrative procedures and customs modernization; Implementing pilot implementation of e-customs procedures, contributing to the development of customs procedures; formulating, amend and supplement the system of legal documents of the sector and related ministries, anti-smuggling and trade frauds, facilitating trade and export activities of the business community and people.
Take the lead in procedural reform
One of the noteworthy results is that the Customs Department of Ho Chi Minh City has made breakthroughs in procedural reform, supporting import-export activities of more than 30,000 import-export enterprises. Speeding up procedures reform, information technology application ..., the Customs Department of Ho Chi Minh City has shortened customs clearance time for export consignments. With the target of 2017, reducing the clearance time for goods, for exports, from 108 hours to 70 hours; Imports, reduce from 138 hours to 90 hours; Implementing online public administrative procedure level 3 with 41 procedures. Customs Department of Ho Chi Minh City strives to reduce the rate of yellow flow (check records) corresponding to the process of specialised inspection law for imported and exported goods from 38% to less than 20%.
At the same time reduce the export, import license; conditions for export, import in accordance with the Law of Enterprises in 2016 on the principle that enterprises are allowed to engage in import-export activities which are not prohibited by law. Since then, the goal is to raise budget revenue, reduce container costs and other expenses for businesses ....; serving enthusiastically, quickly, properly, creating trust in the business community. With the efforts on many aspects, the Customs Department of Ho Chi Minh City has attracted many enterprises involved in import procedures in the province, bringing revenue to the State budget. Thanks to these overall solutions, together with the efforts of the officers in the unit, the revenue of the Customs Department of Ho Chi Minh City in recent years has always reached high. In 2016, the unit's revenue for the first time exceeded 100,000 billion.
In 2017, the Customs Department of Ho Chi Minh City issued the Planning Document 494 / KH-HQTP dated 28/2/2017 on the implementation of the program "Business community and customs agencies are reliable partners and companion development ", with the purpose of meeting discussion on solutions to solve difficulties, facilitating trade, supporting business development. At the same time, through the meeting to realize the plan of production and import-export business, forecast the advantages and disadvantages of import and export in 2017, on that basis proposed solutions to the Government, the Ministry of Finance and other ministries, branches and city to remove difficulties, facilitating the production and business of enterprises. With the motto of facilitating and raising revenue, the Customs Department of Ho Chi Minh City strives to exceed the estimated of 109 trillion in 2017.
