HCM City Customs: Survey enterprises about one time consultation

VCN – In order to collect information serving for the evaluation of the effectiveness in the work of one time consultation for giving solutions and supporting enterprise better, HCM City Customs Department is currently conducting a survey and collecting opinions about businesses’ evaluation on this professional work.

According to Ho Chi Minh City Customs Department, one of the contents of the reform about the work of checking valuation in the implementation of customs procedure is one time consultation, and using this result for many times. It has been stipulated in Clause 14, Article 1 of Circular No. 39/2018/TT-BTC of 20/4/2018 of the Ministry of Finance.

According to this provision, "During the time of implementing customs procedure, the customs declarant shall request the customs official to apply the consultation results of the previous consultation for the subsequent export and import", with the condition that "Information, data for inspection and determination of customs valuation of imported and exported goods which requested a one-time consultation is similar compared to identical goods and the results of consultations have not changed ".

This provision is aimed at limiting the fact that enterprises have to conduct price consultations multiple times with the customs authorities but the results of determining tax calculation values remain unchanged.

In order to implement effectively the policy of the Government and the Ministry of Finance as well as to improve the national competitiveness, Ho Chi Minh City Customs Department has propagated for enterprises to exercise their rights in accordance with the regulations.

According to Customs News reporter’s finding, at present, there are many businesses conducting one-time consultations for imported goods and have been accepting the result of one time consultation on price by the Ho Chi Minh City Customs Department.

In order to help Ho Chi Minh City Customs Department collect information for evaluating the effectiveness of one time consultations and suggest more effective solutions for supporting businesses, Ho Chi Minh City Customs Department has just released a survey paper for enterprises about one time consultation.
