At the conference, Deputy Director of Hanoi Customs Department Phan Quoc Dong said that Hanoi Customs manages five provinces and cities (Hanoi, Vinh Phuc, Hoa Binh, etc.). , Phu Tho, Yen Bai), with more than 20,000 enterprises in the area and nationwide.

In the spirit of always being willing to listen to the recommendations and proposals of businesses to improve service quality and state management, the leader of Hanoi Customs Department said that the unit will implement many solutions to facilitate and remove difficulties and obstacles for enterprises in import-export activities, production, business, trade and logistics in the city. At the same time, Hanoi Customs shall strengthen the coordination with other agencies and business associations and import-export enterprises.

Besides, Hanoi Customs will organize a program to support and encourage enterprises to voluntarily comply with the customs law. In 2023, Hanoi Customs Department will expand the number of enterprises joining the program. From July 2022, Hanoi Customs has signed a memorandum of understanding with 18 enterprises, it is expected that this year, Hanoi Customs will invite five more enterprises to participate in the program.

The targeted enterprises are export processing, export production, customs brokers, etc. At the same time, Hanoi Customs shall expand eligibility criteria for the program and strengthen support for member businesses. In particular, Hanoi Customs recommends that the voluntary compliance is as a criterion to consider and recognize an enterprise as an authorized economic operator.

The Hanoi Customs Department hopes that new legal documents, policies, and warnings about violations related to the state management of customs will be shared and spreaded to other businesses to comply with regulations, contributing to creating a transparent and consistent environment for import and export activities in the city.

At the conference, the representative of the Customs Control and Supervision Division highlighted the plan to support enterprises in customs clearance. For example, for customs procedures under a specific mechanism at ICD My Dinh and Long Bien inland ports, Hanoi Customs will continue to create all favorable conditions to serve import and export activities.

In addition, the unit will propose to amend and supplement a number of contents to increase the efficiency of the implementation of the mechanism such as: prioritizing the time to enter the inner city of the means of transport of goods implementing the mechanism; and there are restrictions for freight vehicles.

For the inspection of imported and exported goods by container scanners, Hanoi Customs proposed the General Department of Customs to amend, supplement or replace Decision 3272/QD-TCHQ in the direction of assigning Gia Thuy Customs Branch to run the scanning and image analysis system instead of the Customs Enforcement Team.

At the same time, it is proposed to specify the implementation of screening for goods such as: the time for scanning shipments without customs declaration (screening during loading and unloading) is no more than two hours; specifying the responsibilities of the customs branch where the declaration is registered, and the customs branch where the goods are kept in order to reduce the screening time and limit the stopping of goods through the monitoring area without any grounds for violation.
