Hanoi Customs Department facilitates enterprises to restore import and export

VCN – In 2024, Hanoi Customs Department is assigned the revenue target of VND33,570 billion, higher than the estimate assigned in 2023 (VND33,160 billion). This is a difficult task in the context that the production, import and export of enterprises still gradually recover.

Providing solutions to support enterprises

In 2023, the import-export activities showed signs of slowing down, many businesses have no orders, so the need to import raw materials for production of businesses decreases. Some major product groups plunged in import turnover and revenue. Specifically, the total turnover of 10 product groups dropped 29.9% to US$5.1billion /7.3 billion year-on-year. The product groups saw the sharpest decrease such as tobacco raw materials; chemicals and products; computers, electronic products and components; auto components and parts...

In addition, the number of businesses carrying out import procedures at the department also declined about 8% to 24,600 enterprises year-on-year.

The difficulties of 2023 are forecast to still last into 2024. Therefore, to effectively perform the revenue target, Ha Noi Customs Department has determined to strengthen solutions to facilitate enterprises to restore imports and exports. The effective solutions and initiatives in 2023 will be widely implemented in 2024. For example, the North Hanoi Customs Branch has built a three-party working mechanism by signing of MoU between Customs and Hanoi Logistics Association; establishing Customs - Logistics working group, customs broker-import/export business working group to quickly receive and resolve problem of enterprises.

Hanoi Customs Department will widely implement the model at customs branches where have many logistics service providers such as: Bac Thang Long, Hoa Lac... The department will expand cooperation with associations through topics related to the industry and specific operation of the business.

In order to further expand the Program to support and encourage enterprises to voluntarily comply with customs law, Hanoi Customs Department recommends the General Department of Vietnam Customs to specify the benefits of the Program’s member businesses to attract enterprises; simplify and combine the contents of the MoU and action plan to reduce time and procedures, and facilitate participants; revise some criteria for reviewing businesses participating in the program in the direction of expanding criteria, creating conditions and motivation for participants.

Regarding the container screening, Hanoi Customs Department proposed the General Department of Vietnam Customs not to list enterprises that have low risk index (level 1,2,3) and have been screened three times without violation/year, subject to be screened, except for suspected signs.

Regularly reviews risks in post clearance audit

Head of Import-Export Duty Division (Hanoi Customs Department) Nguyen Thi Bich Lien said that in addition to solutions to facilitate businesses, Hanoi Customs Department focuses on implementing solutions to enhance customs management and perform well the State revenue collection such as improving the effectiveness of state management, preventing revenue loss and trade fraud in performing tasks. The department focuses on checking goods names, codes and tax rates during customs clearance and post clearance audit to detect and handle cases that falsely declare codes and names of goods to enjoy low tax rate or special preferential tax rates, especially the list of import and export goods showing risks of goods classification and application of tax rates.

The department also strengthens inspection and consultation on customs value while processing customs procedures, and conducts post clearance audit for products and enterprises showing risks of false declaration on customs value to identify the correct customs value and taxable value....

In addtion, the department regularly evaluates the state revenue collection, strengthen review and monitor the main revenues, and analyzes fluctuations in increasing and decreasing revenue each month to propose and implement solutions to increase revenue and prevent the State revenue loss.

The Head of the Import-Export Duty Department said that one of the solutions that Hanoi Customs Department will focus on implementing in 2024 is to increase the efficiency and quality of self-inspection and internal control at its customs branches and implement risk assessment and analysis in customs clearance for import and export goods showing risks of code, value and quantity. The department implements the tax exemption, tax reduction and tax refund in line with legal documents and intructions on classification, tax rates, and customs valuation to promptly detect and prevent cases of commercial fraud and tax evasion.
