Hai Phong Customs measures specific working time in each process of professional activity

VCN – The measurement of release times for cargo has been implemented specifically by Hai Phong Customs Department from the time of checking dossiers, time of cargo inspection, and time of completing tax obligation.

According to the plan of measuring releasing time in 2018 that have been issued by Hai Phong Customs Department, the scale of the measuring plan would be implemented at 9 Customs Branches, including: Hai Phong port area 1 Customs Branch; Hai Phong port area 2 Customs Branch; Hai Phong port area 3 Customs Branch; Dinh Vu port Customs Branch; Export processing Zone and Industrial Park Customs Branch; Investment/Processing Customs Branch; Hai Duong Customs Branch; Hung Yen Customs Branch and Thai Binh Customs Branch.

The measurement helps to determine the total amount of time and specific time in each stage of processing professional operations by Customs officials.

Specifically, there are four time periods that will need to be defined: The time of receiving official register dossiers, to the time of cargo clearance / release.

For the goods that are released / cleared at border gates, Hai Phong Customs shall measure the time from the point of starting checking dossiers specifically till the goods are cleared / released. For goods which are taken for preservation, it will be counted from the point of checking dossiers specifically till the goods are taken for preservation.

With the specific operational procedures of Customs authorities, it will be conducted to measure time of checking dossiers, time for conducting physical inspection, and time for fulfilling tax obligation.

Besides that, Customs authorities will also measure the time of implementing professional operation for the case of goods subject to inspection and specialized management.

According to the plan, the measurement of releasing time in 2018 will be held by Hai Phong Customs Department in the middle of September.
