Hai Phong Customs implements solutions to support enterprises

Diversify approaches and remove difficulties for enterprises

Reporting at the working session of Deputy Prime Minister Tran Luu Quang with Hai Phong City on September, Director of Hai Phong Customs Department Nguyen Duy Ngoc said that the department has implemented solutions such as:

The department has actively reviewed shortcomings and difficulties in implementing legal documents and directive documents of the GDVC’s leaders to propose competent agencies to supplement and amend some legal regulations to promptly remove obstacles and support the business production of enterprises and improve the business environment under the annual resolutions of the Government.

Notably, the city’s customs department has diversified methods of receiving and resolving proposals and recommendations of enterprises in implementing legal regulations; strictly implemented regulations on receiving and resolving problems for enterprises.

Every year, the Department and its subordinate units to organize many dialogue conferences with the business community. Especially in May, June, September 2022 and March, May 2023, the Department has successfully organized conferences: Dialogue conference with logistics businesses; Dialogue conference with customs brokers in 2022,2023; Dialogue conference with enterprises 2022 in Hai Duong, Hung Yen, Thai Binh and the Export Processing Zone and Industrial Park Customs Branch; the Customs-Business Dialogue Conference under the theme “Joining hands to support sustainable business development”; and coordinated with units of the local government to hold the conference Hai Phong City with the import and export business community to join hands in economic recovery and sustainable development”.

At the conferences, Hai Phong Customs Department listened and provided timely solutions to remove obstacles, difficulties and facilitate trade, import and export activities, which was appreciated by the business community and the leaders of local government.

Expediting IT application

To effectively perform customs procedures, Hai Phong Customs Department has promoted customs modernization, applied information technology, and executed digital transformation.

Currently, 100% of customs declarations have been processed online; all customs documents and dossiers have been electronicized and sent on the Customs Clearance System when carrying out customs procedures.

In addition to using 21 Customs systems, Hai Phong Customs Department has proactively researched, built and effectively deployed 10 information technology systems to support professional operations and management of leaders at all levels..., contributing to shortening customs clearance time and helping officers effectively perform their tasks.

Hai Phong Customs Department aims to implement key goal of digital transformation in the management and operations of leaders at all levels, ensuring the direction of leaders and performance of officers implemented in the network environment, and successfully building an “paperless” working environment.

For the development of Customs-Business partnerships, the Department is determined to continue to perform this work in line with the reality.

The department has built and used effectively the “Service-quality assessment system of officials and units under the department in the process of handling customs procedures”. The system allows businesses to proactively evaluate the service quality of Customs officers and offices after registering the declaration via an electronic evaluation form instead of using manual methods as before. The evaluation results will be automatically sent to the Customs information receiving system of Hai Phong Customs Department for verification of “unsatisfied” and “very dissatisfied” comments.

From the official implementation (March 1, 2021) to the end of September 2023, there have been over 835,000 comments on the system, making the motto “placing people and enterprises at the heart to sever” become the permanent consciousness of each officer in performing task; and gradually improve the level of satisfaction of businesses with the service quality of Customs authorities.
