Hai Phong Customs expands subjects of connection in good inspection and supervision

Subjects expanded

The Hai Phong Customs is the first unit which implemented Article 41 of Customs Law on connection with port, depot and warehouse operators in Customs supervision.

From the beginning of 2015, the Hai Phong Customs actively reported and proposed the General Department of Customs to pilot the Customs supervision in accordance with Article 41 in Nam Hai Dinh Vu port (on September 22, 2015). Until now, the Department has deployed at 9 out of 14 port operators in Hai Phong, which partly contributed to the efficiency in Customs management and facilitated the business community.

However, the Hai Phong Customs also frankly pointed out some problems in the deployment, which are: Lack of process to manage, monitor import-export goods from those in, out, stored and transported at areas of port, depot and warehouses; Lack of specific regulations on responsibility of management and supervision of goods in, out, stored and transported to the port, depot and warehouse operators; and Management software of port, depot and warehouse operators and Customs are not eligible for management and supervision.

Besides, the time connection has just implemented between Customs authority with port, depot and warehouse operators and the supervision is just implemented for goods as a container so that the efficiency is not high.

Starting from the requirements of Customs management, Hai Phong Customs Department has actively reported and the General Department of Customs has agreed to assign the Director of Hai Phong Customs Department to take charge of implementing the project "Inspection and Supervision of goods across the areas of Hai Phong ports, depots and warehouses on the electronic system”

Talking with a Customs reporter, a leader of Information and Technology Division (Hai Phong Customs Department) said that the project is urgently implemented with more new points than the previous pilot implementation.

Firstly, that is an expansion of enterprises connected. Besides the port, depot and warehouse operators, there will be specialized port, depot and warehouse operators. Accordingly, goods subject to supervision will be also expanded, including goods with specialized characteristics such as bulk cargo, liquid cargo but not limited to containerized goods as before.

Benefits to 3 parties

Notably, the coming connection will be deployed synchronously to help Customs authorities to monitor, manage and supervise goods during the goods circulation in the management areas.

During this process, any changes and movements relating to each consignment are closely supervised. This not only helps to improve the management efficiency of Customs authorities but also reduce the concerns about the risk of goods exchange and stealing for goods owners. On the other hand, the improvement of modernization and professionalism of port, depot and warehouse operators to connect with Customs authorities also help these operators increase their competitiveness. Hence, the supervision coordination will benefit 3 parties that are Customs authorities, port, depot and warehouse operators and goods owners” – shared by a Hai Phong Customs experienced officer in supervision coordination.

The connection with port, depot and warehouse operators in the Customs supervision at Hai Phong Customs has also received special attention from leaders of the General Department of Customs. At the online conference summarizing the work of the first quarter, 2017 and deploying tasks in the second of 2017 of General Department of Customs took place on April 3, 2017, the Director General Nguyen Van Can again requested the Departments and competent units under the General Department of Customs shall closely coordinate and implement on schedule to ensure the efficiency and quality so that it can be readily scaled up to the entire Customs in the coming time.

It is known that recently, at Hai Phong Customs Department the preparation is being carried out urgently. Particularly, this time, the Director of Hai Phong Customs Department directly directs the implementation (different from the implementation by the end of 2015 directed by Deputy Director), this shows great political determination of Hai Phong Customs as a pioneer in the implementation of one of the important contents of reform and modernization that all industries are heading to.

Implementation roadmap

According to the plan, from now to April 20, 2017, the Hai Phong Customs Department will collaborate with the Customs IT and Statistics Department (General Department of Customs) open portal for port, depot and warehouse operators to pilot the connection with new data in the Project; and select enterprises who are eligible for the pilot connection.

From April 20 to May 20, 2017, the Hai Phong Customs Department will pilot the system at some eligible port, depot, and warehouse operators, and also correct and complete and handle problems occurring during the pilot.

Hai Phong Customs will officially deploy the system on June 1, 2017.

According to the Hai Phong Customs Department, the important targets of the project "Inspection and supervision of goods across Hai Phong ports, depot and warehouses on electronic systems" are: Supervision and management of imported goods from the time when the goods are unloaded from the means of transport in entry to the port, implemented import procedures and transported among areas subject to Customs supervision, to the time when they are transported out of the Customs supervision areas into inland or moved to another mode; Supervision and management of exported goods from the time when they are gathered for export procedure implementation and transported among areas subject to Customs supervision to the time when they are loaded to the means of transport to move out of the Customs supervision areas and excited to overseas. The supervision and management are used the IT system to exchange data between the Customs and port, depot and warehouse operators.

In which, the Customs performs the role of automatic inspection, supervision and control of the System based on risk assessment to ensure centralized management resources for key inspection, supervision and control of risk and legal violations which may occur and also create favorable conditions for production and business activities of the enterprise.
