On March 23, Hai Phong Customs Department and Quang Ninh Customs Department held a conference to review the cooperation between the two departments.

At the conference, Director of Hai Phong Customs Department Nguyen Duy Ngoc said that signing of coordination regulation between the two departments aims to concretize the coordination program between Hai Phong City Party Committee and Quang Ninh Provincial Party Committee.

After more than four years of signing the coordination regulation, the two departments have cooperated closely and effectively, making an important contribution to achievement of the Customs industry and two localities. Especially, the cooperation has contributed to the administrative reform, trade facilitation, improvement of business environment, and investment attraction.

In the near future, the two department will make efforts to accomplish each department’s political tasks, as well as contribute to the performance results of the two localities and the Customs sector, especially in trade facilitation to the business community.

Deputy Director of Quang Ninh Customs Department Tran Quang Trung said that experiences shared by Hai Phong Customs Department were very practical significance to Quang Ninh Customs Department, especially contents on management software for export processed and procedure goods; software for assessment of customs performance.

In addition, Hai Phong Customs Department has assigned officers to install and instruct the use of software for units of Quang Ninh Customs Department.

Trước đó, ngày 3/12/2019, Cục Hải quan Hải Phòng và Cục Hải quan Quảng Ninh đã ký quy chế phối hợp số 16458/QCPH-HQHP-HQQN.

On December 3, 2019, Hai Phong Customs Department and Quang Ninh Customs Department signed coordination regulation No. 16458/QCPH-HQHP-HQQN.

The regulation focuses on 8 groups of key contents:

Firstly, coordination in advising with party committees, local government, and the Customs sector in directing, performing, and completing policy mechanisms, laws and implementing major plans related to customs control of the locality and the Customs sector.

The second, coordination in processing procedures for vehicles (vessels) entering, exiting, transiting, and transferring ports.

The third, cooperation in handling procedures for imported and exported goods, transit goods, and border gate transfers.

The fourth, coordination in combating smuggling, trade fraud, and handling violations.

Fifth, coordination in risk management.

The sixth, coordination in post-clearance audit.

The seventh, coordination in other tasks such as: processing export and import procedures, specialized inspection, tax management, personnel and organization, and management for export processing and producing enterprises…

Eighth, coordination in supporting businesses.

At the conference, representatives of units under the Hai Phong Customs Department and Quang Ninh Customs Department expressed opinions to clarify the results of coordination and proposed solutions to further improve the effectiveness of this work in the near future.

Some outstanding results in the coordination between the two departments in 2023:

The two departments coordinated to provide information, receive and process procedures for 71 vehicles.

In 2023, 36,440 shipments, equivalent to 19,216 containers and 1,032,550 tons of bulk goods registered for customs procedures at customs branches of Hai Phong Customs Department but are exported and imported at customs control area of Quang Ninh Customs Department and vice versa.

Customs branches of the two departments have coordinated to exchange, provide information, and support supervision for 14,800 shipments (an increase of 126% compared to 2022), equivalent to 20,595 containers and 320,798 tons of bulk goods transported to Hai Phong and vice versa.
