Fully apply risk management principles in new model of specialised inspection

VCN – Completing the mechanism for applying risk management in the inspection and applying the method of quality inspection and food safety inspection are tasks that the General Department of Vietnam Customs is implementing.

This content is shown in the draft decree providing for the management mechanism, mode, order and procedures for quality inspection and food safety inspection for imported goods, which are currently being developed by the General Department of Vietnam Customs.

Besides that, to fully implement the contents of the fifth reform of Decision 38/QD-TTg dated January 12, 2021, the Ministry of Finance requested the General Department of Vietnam Customs build and upgrade the functions of information technology system serving for information collection, analysis and risk assessment for goods subject to quality inspections and food safety inspections.

Applying risk control measures for imported consignments subject to quality inspections and food safety inspections based on compliance assessment results of import and export enterprises, classification of risks when the decree is promulgated and takes effect.

In addition, when the risk management system is complete, it will ensure the sharing of information among ministries and Customs authorities about risks, signs of violation, inspection and examination results.

In Decision 38/QD-TTg of the Prime Minister approving the Scheme on Reforming quality inspection and food safety inspection of imported goods, one of seven contents about reforms was to fully and substantially apply the principle of risk management in quality inspection and food safety inspection for imported goods to ensure the role of State management and improve the compliance of enterprises.

Fully and substantially applying risk management in quality inspection and food safety inspection for imported goods, including evaluation based on selection criteria for exporters and foreign manufacturers; assessment of law compliance of enterprise; and develop a list of risky goods for each specialised management domain.

Ministries should coordinate to provide risk information to the Customs authorities for implementing the application of "integrated" risk management in quality inspection and food safety inspection.

Customs authorities will carry out quality inspections and food safety inspections in case there are signs of violation or incidental (not exceeding 5%) to assess compliance of customs declarants.
