Focus on reform and digital transformation to facilitate people and businesses

Nearly 4.9 million dossiers were processed in the third quarter

According to the General Department of Customs, in the third quarter, the whole sector processed nearly 4.9 million dossiers, of which nearly 4.4 million were processed online, and the rest were transferred to the Customs agency via postal service.

Regarding administrative reform, in the third quarter, the General Department of Customs actively implemented tasks to promote administrative reform, improve the business environment, and enhance the effectiveness of policy advice to the Government and Prime Minister.

In particular, the Customs focused on strengthening institutional reform and administrative reform to ensure simplification of administrative procedures in the customs to create convenience for people and businesses;

Strengthening discipline and administrative discipline in the process of receiving and handling administrative procedures; effectively deploying administrative procedures control tasks...

In addition, the General Department of Customs promoted administrative reform and modernized direction and management methods to serve people and businesses to meet the requirements in Resolution No. 131/NQ-CP dated October 6, 2022, of the Government.

Specifically, implementing the Project on Enhancing the Application of Population, Electronic Identification and Authentication Data for National Digital Transformation in the period of 2022-2025 with a vision toward 2030", the General Department of Customs reviewed and listed 25 administrative procedures in the customs that exploit information in the national database on population and citizen identification. At the same time, the General Department of Customs has actively coordinated with relevant agencies to exchange and agree on plans for data connection and sharing between the General Department of Customs and the National Population Database.

Actively applying information technology and conducting digital transformation

Regarding IT application, the General Department of Customs is focusing on building an IT system to implement Digital Customs to meet professional requirements in customs clearance (investment policy approved by the Ministry of Finance in Decision No. 1957/ Decision-BTC dated September 15, 2023).

The General Department of Customs is urgently completing all contents and plans for survey implementation; drafting survey report forms, basic design reports, and feasibility study reports before implementation; and reviewing all technical operation problems, and functions to complete technical requirements and other related contents.

Regarding the implementation of online public services, in the third quarter, the General Department of Customs issued an Action Plan to improve the quality and efficiency of providing public services of the General Department of Customs in 2023.

There are a total of 225 administrative procedures in the customs field, of which, 214 are carried out by the Customs agency, including: 133 administrative procedures are provided with wholly online public service; 60 administrative procedures are provided with partially online public service; 21 administrative procedures are provided online.

For the implementation of the 2023 Digital Transformation Plan of the General Department of Customs, in the third quarter, the General Department of Customs held the 2nd meeting of the Digital Transformation Steering Committee (of the General Department of Customs).

In addition, the General Department of Customs reviewed and completed the Digital Transformation Plan to 2025, orientation to 2030 of the Customs sector, and the 2023 Digital Transformation Plan in accordance with the Digital Transformation Plan of the Ministry of Finance.

Furthermore, the General Department has deployed application systems in the field of customs operations, such as piloting payment of taxes and fees related to import and export activities through payment intermediaries; piloting duty-free store management systems; and building software to monitor vehicles entering and leaving customs control areas...
