Focus on building an IT system to implement digital customs

VCN - On September 15, 2023, the Ministry of Finance issued Decision No. 1957/QD-BTC approving the investment policy of the project "building an information technology (IT) to implement digital customs to meet professional requirements in customs clearance." Extensibility and Integration

Speaking to reporters, the leader of the Customs IT and Statistics Department (General Department of Customs) said: the project "building an information technology (IT) to implement digital customs to meet professional requirements in customs clearance" to build and deploy an IT system to serve customs operations during the customs clearance period to replace the VNACCS/VCIS.

The system is extensible and integrated with current IT systems based on the application of new technological achievements, meets international standards, smart governance requirements; towards end-to-end management of enterprises, import-export and transit goods, means of transport on exit, entry, and transit

At the same time, the system is integrated and connected to share information with ministries, agencies and businesses through the National Single Window and be available to exchange customs data with countries in the region and in the world in order to build Vietnam Customs into Digital Customs.

The IT system to implement Digital Customs meets the professional requirements during the customs clearance, including software, hardware, technical support services and user training to meet the profess requirements during the customs clearance other related operations, ensuring security and safety while complying with the overall architecture towards the Digital Ministry of Finance; and the overall architecture towards Digital Customs.

The project will meet the requirements of processing 22 operations in areas such as: customs management and supervision, import-export tax, risk management, customs reform, modernization and inspection with an expected number of 2,500 functions.

Massive workload

To implement Decision No. 1957/QD-BTC, according to current decentralization regulations, the Ministry of Finance will approve the following tasks: appraising and approving of investment projects; appraising and approving contractor selection plan; verifying and approving completed project settlement.

The remaining tasks will be approved and implemented by the General Department of Customs such as: establishing survey tasks and conducting survey work; preparing survey results report; establishing basic design; preparing written proposals on IT security levels and submitting them to competent authorities for approval; preparing reports on project feasibility study; assessing and approving the project.

A representative of the Customs IT and Statistics Department said that building an IT system to implement Digital Customs to meet professional requirements in customs clearance has certain advantages. That is with the participation of the entire sector, especially the drastic and close direction of the leadership of the General Department of Customs.

In addition, building professional requirements as a basis for project planning involves inheriting the results of previous related tasks, so there is a careful review of operations, reducing survey time, which may shorten detailed design time later.

To ensure quality and progress of the project, the Customs IT and Statistics Department requests that the General Department's leaders continue to pay attention to directing and removing difficulties and obstacles during the implementation process; report to the Ministry of Finance on assignment of civil servants of the Customs IT and Statistics Department and the Planning and Finance Department to support project implementation.

For local customs units, heads of units should pay attention to directing civil servants to work with the Project Implementation Board in the process of organizing surveys, reviewing professional processes, and creating favorable conditions for civil servants in charge of tasks assigned by the General Department.

The Customs IT and Statistics Department also requests all units in the sector and civil servants in charge of the project to enhance individual and collective and responsibility, identify this as a particularly important task of the sector, focus on accelerating implementation progress at all stages, especially reviewing professional requirements.
