Fixed the schedule of implementing Aviation Single Window at Noi Bai Airport

VCN - Hanoi Customs Department is urgently implementing the Aviation Single Window at Noi Bai international airport. So far, the basic deployment model has completed both on schedule and units.

According to Hanoi Customs Department, the mechanism of the Aviation Single Window at Noi Bai International Airport will include the following details: To receive and respond to the results of electronic declaration about vehicles, passengers, luggage and cargo of the flights on exit, entry or transit via the National Single Window Portal for one-stop procedures for State management agencies at international airports; implementation of e-Customs procedures for aircraft exit and entry; and management of passengers and luggage of passengers on entry using the information technology system.

Unified management and throughout the pre-clearance, clearance and post clearance stages for exported cargo by air based on a combination of receiving and managing information on the goods manifest (reception e-manifest before flight) and information about the clearance of goods (connected declarations VNACCS / VCIS), and information on mining activities goods made and put into aviation (implementing Article 41 The laws of import and export).

Applying risk management and implementation of automatic selection as well as advance screening of cargo and passenger luggage on the system.

The information between State authorities as well as between State management agencies and the enterprises at Noi Bai international airports will be exchanged via electronic methods.

With the deployment models on the National Single Window, a representative of the Software Application Management Division (Hanoi Customs Department), said the unit has finished the deployment schedule of the Aviation Single Window for airlines as well as other State management agencies.

The implementing agencies include Customs, border security, port authorities, Quarantine agencies, Health, airlines, airport enterprises, aviation warehouses enterprises, freight forwarder enterprises, enterprises ground services at international airports.

The deployment schedule, from the December 25th 2016, will mean Hanoi Customs Department will complete the establishment of an Aviation Single Window, and begin the pilot system. The first units to participate in the trials are: Border Gate Noi Bai international airport Customs Branch, 3 warehouses at Noi Bai International Aviation, and the Aviation Corporation of Vietnam (Vietnam Airlines).

From January 1st 2017, the system is scheduled to receive information about flight operations of business enterprises and airfields to receive information on the cargo manifest (cargo e-manifest) and connect by implementing Article 41 of the Law on Customs about management, monitoring goods activities in/out of the warehouse; Customs authorities will apply risk management to identify key flight screening and orientation prior to export and import of goods by air.

To March 1st 2017, the system will receive pre-flight information for reservations, (bookings), passenger information, baggage, crew information, a list of dangerous goods ... with flights on exit, entry or transit; apply risk management to identify key passenger and luggage suspected to carry out measures to strengthen inspection and control.

From 1st 2017, the system will connect with the State authorities (Police, Health, Quarantine), for implementation of a national comprehensive one-stop aviation service.
