Facilitates import and export enterprises amid difficult context

Under the authorization of the GDVC’s Director General, Deputy Director General Hoang Viet Cuong chaired the conference.
At the conference, Deputy Director General Hoang Viet Cuong said that in the first quarter, the domestic and global economies continued to fluctuate. Especially, the trade in goods plunged 13.3% year-on-year to US$ 154.27 billion. This has created many challenges for the whole Customs sector to perform the task, especially in revenue collection.
The Customs sector has made a great effort and achieved remarkable results, especially in anti-smuggling and drug prevention.
Regarding task performance in the second quarter, the Deputy Director General said that the domestic and global economies still suffer from difficulties and challenges, directly impacting the operation of the Customs sector.
To accomplish the task, the Deputy Director General requested all the sectors to follow targets and tasks to implement effectively. The sector must focus on key tasks such as improving mechanisms, policies and legal provisions related to customs operation, especially perfecting regulations on specialized inspection for import and export goods.

“Through surveys conducted by the GDVC and the Vietnam Chamber of Commerce and Industry (VCCI), or at Customs-Business Dialogue Conferences, many enterprises mentioned difficulties and obstacles related to specialized inspection for imports and exports”.
The Deputy Director General suggested that the Customs Control and Supervision Department should continue to coordinate with the VCCI to work with the ministry and sector to create a consensus and submit to competent authorities to promulgate legal documents uniformly towards facilitating the business community.
For the revenue collection, the entire Customs sector should strictly comply with GDVC’s Directive 479/CT-TCHQ on drastic implementation of solutions for trade facilitation, improvement of the effectiveness of state management and prevention of revenue loss in performing tasks in 2023.
The sector should focus on facilitating the business community; expediting dialogue conferences to grasp the problems of enterprises to provide effective solutions.
In addition, the sector must implement solutions for anti-revenue loss, especially the anti-revenue loss via quantity, HS code, customs value, tax rate and C/O…; effectively perform tax debt collection and prevent new tax arising debt.
The whole sector needs to promote the prevention and combat of smuggling; keep public discipline; promote information technology application solutions in customs operations.
At the conference, department leaders discussed clarifying the performance results in the first quarter of the departments and the entire sector and proposed solutions for performing tasks in the second quarter.
Deputy Director of the Customs Control and Supervision Department reported that the sector should strengthen the application of information technology, use machinery and equipment to improve the efficiency of customs supervision, serving the anti-smuggling and trade fraud”.
Deputy Director of the Inspectorate Department Luong Hai Hung said that new regulations in the draft Regulation on inspection of public service performance and handling violations for customs officers will replace Decision No. 2799// Decision-TCHQ dated September 26, 2018”.
The HCM City Customs Department Dinh Ngoc Thang director said that the department would enhance administrative discipline in the public service performance.
The Deputy Director of Hai Phong Customs Department reported that the department would provide solutions to improve the efficiency of inspection of exported and imported goods via container scanners.
Director of Lang Son Customs Department Nguyen Hong Linh spoke about his experience in implementing the duty of the Lang Son Customs Department.
