Specifically, the customs units should facilitate and immediately carry out customs clearance for exported agricultural products in main harvest time in particular and agricultural products in general through border gates; and promptly solve problems arising in the customs clearance process for exported goods.

The General Department directs local customs units to arrange for officials and employees to carry out customs clearance procedures and supervise exported agricultural products through border gates outside office hours, weekends and public holidays; prioritize vehicles that have gone through customs clearance procedures to pass through the border gate quickly.

Local customs units should coordinate with warehouse and yard operators at the border gates to arrange places for the preservation and quality classification of enterprises' goods while waiting for export.

At the same time, coordinating with the Border Guard and Police forces to regulate traffic for vehicles in and out, avoid congestion, ensure security and order, and prevent instability affecting export activities.

The General Department of Customs also directed local customs units to handle cases that cause business troubles strictly.

Previously, on May 31, 2023, Prime Minister Pham Minh Chinh signed the Official Letter No. 492/CD-TTg on proactively implementing urgent measures to reduce congestion and promote agricultural exports in northern border gates.

The Prime Minister requested the Ministers of Industry and Trade, Finance, Agriculture and Rural Development, Foreign Affairs, Transport, Information and Communication, National Defense, Public Security and the Chairmen of the People's Committees of the provinces and centrally-run cities and relevant agencies to actively direct and implement urgent solutions to reduce congestion and speed up the export of agricultural products in the harvest season.
