The decline in import and export goods volume has led to a plunge in the department's revenue. Therefore, the department has issued an official document requesting subordinate units to collect revenue urgently; directly work with enterprises to implement specific solutions, especially accompanying enterprises, to overcome difficulties and maintain stable production and business activities.

According to Mr Dinh Van Hoa, Deputy Director of Ha Tinh Customs Department, the revenue collected from Formosa Ha Tinh Company has accounted for more than 90% of the department's revenue. However, in the first quarter, enterprises encountered difficulties in production and business, so they limited the import of input materials, so the revenue of Ha Tinh Customs saw a year-on-year decrease of 37%.

However, in early April, the export turnover from Formosa Ha Tinh's steel and steel billet contributed the highest revenue. In May, Formosa Ha Tinh continuously carried out export procedures for many orders of steel, steel billet, imported coal and ore raw materials paying a large revenue to the State budget.

The statistics for the first five months of the year show that Formosa Ha Tinh's export turnover of steel and steel billet is estimated to rise by 53.1% to about US$1,076 billion compared with the previous year. The revenue of the items accounted for 92% of the total export turnover across the Ha Tinh Customs Department.

Effective and flexible solutions implemented by Ha Tinh Customs Department positively impacted revenue collection. As of May 31, Ha Tinh Customs Department processed over 6,000 declarations, up 3% compared with the previous year, with a total import and export turnover of US$2,321.8 million, up 3.4% compared with the year ago. As a result, the revenue reached VND over 3,300 billion, meeting 30% of the estimate.

The revenue of Vung Ang Seaport Customs Branch and Cau Treo Seaport Customs Branch achieved VND3,000 billion and VND268 billion, respectively.

According to Vung Ang Seaport Customs Branch, as of May 31, the branch processed customs procedures for 598 customs declarations with a turnover of US$1.2 billion, up 52.7% compared with the previous year.

Export turnover of commodities that accounted for a large proportion of exports includes steel at more than US$734 million and steel billet at US$345 million, up 43.1% and 79.8% year-on-year, respectively.

Mr. Dao Chi Thanh, Manager of Vung Ang Seaport Customs Branch, said that import and export activities at Vung Ang - Son Duong port cluster have been increasingly lively. Because in the second quarter, enterprises have boosted to find a market and exported goods to other countries. Shortly, the branch will coordinate and facilitate administrative procedures for enterprises to open declarations, ensure quick customs clearance, and promote export activities across the area.

Manager of Cau Treo International Border Gate Customs Branch Le Minh Duc said that in the land routes, thanks to the support from the management agency, enterprises have promoted the import of consumer goods such as agricultural products, beverages, cosmetics, and wood. Accordingly, the customs clearance at Cau Treo International Border Gate become increasingly lively. In addition, the branch has reviewed and stepped up the prevention and fight against smuggling and trade fraud to prevent revenue loss. As a result, Customs has changed goods channels that have shown suspicious signs for inspection.

As of May 31, the total import-export turnover of goods across the Cau Treo International Border increased by 11,37% to US$ 155.8 million compared with the year ago. As a result, the revenue rose 37.4% year-on-year to VND268 billion, meeting 52.5% of the target.

Arranging officers to perform customs clearance 24/7

Mr Dinh Van Hoa said that from the beginning of the second quarter, Ha Tinh Customs has closely followed the direction of central and local government. The department has focused on removing difficulties and obstacles to reducing unnecessary business costs, promptly supporting and promoting import-export activities; arranged officers to perform quick customs clearance 24/24.

The department has updated information and supported enterprises to remove obstacles related to customs and tax policies; supported newly established and operated enterprises and projects or enterprises opening declarations for the first time.

In addition, the department has promoted administrative procedure reform, digital transformation, and long-term customs modernization to facilitate trade and reduce customs clearance time for enterprises.

The department will also strengthen tax management, prevent revenue loss through value, commodity codes, etc., especially items with high tax rates and import-export turnover, promote inter-sectoral coordination mechanisms to combat smuggling and trade fraud and identify items with signs of abnormal turnover.

To promote export activities, the department will advise the competent authorities to comprehensively implement policies on production development, trade promotion and export; propose to revise export-related support policies in the next period.

In addition, the department will actively and closely coordinate with relevant units to effectively deploy tax support solutions under the Resolution of the National Assembly and the Government to provide maximum support for businesses and help businesses recover and develop stably, attract new investments, and create stable revenue.

Ha Tinh Customs has coordinated with the Department of Industry and Trade, Department of Planning and Investment, and Management Board of Ha Tinh Border Gate Economic Zone to exchange and grasp advantages, difficulties and obstacles of enterprises in the implementation of regulations related to rules of origin, trade and investment, free trade agreements, thereby making plans to guide and remove them promptly.
