Hoanh Mo Border Gate Customs Sub-department manages the state of customs in Binh Lieu district. This is a mountainous, border district of Quang Ninh province with 43.168 km of border adjacent to China, rugged terrain with many shallow rivers and streams close to the border; the population living in the area is more than 96% ethnic minorities, the level of education is uneven, many backward customs and practices still exist, the poverty rate is high, etc, economic life still faces many difficulties.

According to the Head of the Hoanh Mo Border Gate Customs Branch Nguyen Hoang Tuan, in that context, implementing the Coordination Regulations between the General Department of Customs and the Border Guard Command, the Branch and Hoanh Mo Border Gate Border Guard Station have proactively deployed many solutions which are suitable to the practical situation and able to promote efficiency in performing assigned duties and tasks.

Through propaganda and mobilization of the masses, Hoanh Mo Border Guard Station has received 126 valuable pieces of information from the people, serving well the fight against smuggling and effectively preventing crimes. Thereby, the Station has detected, coordinated, arrested, and handled 98 cases, 207 subjects, of which 14 cases, 38 subjects were prosecuted, 53 cases, 144 subjects were administratively sanctioned, the total amount of fines was 451 million VND, the total value of the violated goods was nearly 1 billion VND.

Notably, the situation of order, security, politics and national defense in the border area of ​​Binh Lieu district continues to be maintained and stable; criminal activities, smuggling, illegal transportation of goods across the border have not developed complicatedly, there are no organized smuggling rings, professional scale of operation, dangerous nature; violations occur at a small scale, low value of violated goods, etc.

Also according to Mr. Nguyen Hoang Tuan, to achieve the above results, the unit has drawn 8 lessons from experience in the coordination work between Hoanh Mo Border Gate Customs Sub-Department and Hoanh Mo Border Gate Border Guard Station.

Firstly, thoroughly grasp, direct, and seriously and fully deploy to all officers, soldiers, and civil servants of the two units in strictly implementing the Coordination Regulations between the General Department of Customs and the Border Guard Command; the plan on coordination work between Quang Ninh Customs Department and Quang Ninh Border Guard Command.

Second, the leaders of the two forces have done a good job of political and ideological education, raising awareness and political capacity for cadres, soldiers and civil servants, enhancing exchanges and understanding to create a combined strength in state management of border security sovereignty, management of entry and exit activities, import and export, and fighting against smuggling, etc.

Third, doing a good job of grasping information, forecasting the situation, regularly coordinating and sharing information from the branch-level leaders, station command boards to the professional teams of the two sides on related issues.

Fourth, organizing regular and unscheduled patrols (according to plans and topics) to control, proactively prevent, combat, arrest and promptly handle illegal entry and exit, smuggling, illegal transportation of goods across the border, trade fraud, fighting against drugs and other crimes.

Fifth, the two forces regularly exchange and coordinate closely, and perform well the advisory role for the vertical sectors, local Party committees and authorities in directing the effective implementation of the Party's guidelines and policies, the State's laws and policies on crime prevention, social evils and the movement of the whole people to protect national security; the fight against smuggling, trade fraud and counterfeit goods.

Sixth, enhance the role and responsibility of the heads of agencies and units while doing a good job of protecting internal politics. In particular, the heads and leaders of the two forces are exemplary in compliance, regularly exchange and grasp information on the implementation of public duties, etc.

Seventh, promote and improve the quality of mass propaganda and mobilization work. In particular, focus on coordinating propaganda and dissemination of laws to people and businesses carrying out procedures in the area to raise awareness and sense of compliance with the law.

Eighth, organize regular rotating meetings (monthly or quarterly) to evaluate, draw experience, and agree on management and combat measures appropriate to the reality and developments of criminal activities.

From 2019 to mid-August 2024, Hoanh Mo Border Gate Customs Branch and the Hoanh Mo Border Gate Border Guard Station coordinated to arrest 79 cases and 67 subjects.

Of which, Hoanh Mo Border Gate Customs Branch presided over 58 cases and 46 subjects, with a total value of infringing goods of nearly 1.2 billion VND; Hoanh Mo Border Gate Border Guard Station presided over 21 cases and 21 subjects, with a total value of infringing goods of nearly 370 million VND. In addition, the two units exchanged 648 pieces of information and organized 329 joint patrols.
