Quang Ninh Customs tightens management of export processing, export production and processing enterprises

In order to promptly detect and prevent violations at enterprises engaged in export processing, production and processing activities, Quang Ninh Customs Department requests branches to uphold responsibility of the head in assigning, supervising and directing officers to monitor and control export processing, export production and processing enterprises; improve the effectiveness of management, collection and assessment of information for these enterprises.
The department requests the units to classify risks into medium, high, and very high levels; classify by risk group to provide appropriate risk control measures.
The units are required to strengthen management and control of the area, regularly collect and analyze information, grasp the situation of enterprises; review and monitor the term of enterprises renting factories, machinery and equipment; improve capacity and skills in inspecting production facilities to determine whether machinery, equipment lines, raw material warehouses, semi-finished products, finished products, etc. are suitable for the production scale of the enterprise as well as signs of taking advantage of fraud, tax evasion, and avoiding specialized inspections, thereby, promptly applying measures to prevent and combat fraud in export processing and manufacturing activities.
Quang Ninh Customs Department requested units to proactively perform operational measures before, during and after customs clearance to ensure strict inspection, supervision and control of the use of raw materials, supplies, machinery, equipment and imported and exported goods of export processing and manufacturing enterprises.
The units are requested to regularly coordinate with relevant units in exchanging, providing information, fighting, preventing, detecting, arresting and handling violations of the law in export processing, manufacturing activities.
In August 2024, Quang Ninh Customs handled 55 cases and fined VND7 billion (an increase of 67% in the number of cases and 1,669% in fines).
Accumulated from the beginning of the year to the end of August, the department has handled 473 cases and fined VND9.6 billion (an increase of 25% in the number of cases and 300% in fines compared to the same period in 2023); transferred recommendations to prosecute 3 cases/3 subjects (an increase of 33.3% in the number of cases compared to the same period last year).
